April 7, 2015 (Work Session) <br />Page 2346 <br />This program will allow staff to provide additional funds to the <br />health and safety portion of the program which is underfunded by <br />the state program. Duke Energy is funding the program and there <br />is no match required to participate. Duke Energy and the North <br />Carolina Community Action Association have provided Cabarrus <br />County with an agreement to participate in the program. <br />DHS - Senior Community Services Employment (Title V) Program Divestment <br />Ben Rose, Human Services Director, and Kathy Mowrer, Adult and Aging <br />Services, Program Administrator, presented the following information related <br />to the divestment of Senior Community Services Employment (Title V). Mr. <br />Rose and Ms. Mowrer also responded to a variety of questions from the Board. <br />The Department of Human Services (DHS) is recommending divesting <br />itself of the Senior Community Services Employment Program and <br />the associated (Title V) grant. CCOG Centralina Area Agency on <br />Aging (AAA) is planning to apply for the grant on behalf of <br />counties within Region F, including Cabarrus County. If <br />received, the Agency would administer the program for Cabarrus <br />County. The Title V program assists persons ages 55 and older in <br />gaining employment training and work experience through <br />subsidized employment and training. However, due to a drastic <br />reduction in slots over the past few years, DHS is supporting the <br />AAA and /or other eligible agencies in their application for Title <br />V funding. <br />The services will still be available to county residents through <br />these agencies if funding is secured. Citizens currently <br />participating in the program and placed within County departments <br />in Title V slots will still be maintained, and a small host match <br />can be considered at that time to subsidize those salaries. The <br />transfer of these services from DHS would allow the Department to <br />focus the resources used for this program in the mandated service <br />areas. <br />BOC - Resolution Regarding House Bill 463 <br />Chairman Morris advised House Bill 463 was discussed at the meeting <br />with the local legislation on March 13, 2015. At that meeting, the Board was <br />advised House Bill 463 would not be introduced this year. However, since <br />that time, the bill was introduced. He advised the Board wishes to adopt a <br />resolution to send to the local delegation and committee members in Raleigh <br />regarding the Boards' position on House Bill 463. <br />Mike Downs, County Manager, suggested the Board consider suspending its <br />Rules of Procedure in order to provide the resolution to the local delegation <br />before they are back in session. <br />Chairman Morris read the resolution aloud. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board suspended its Rules of Procedure in order to <br />take action on this item. <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the Board adopted the following resolution. <br />Resolution No. 2015 -08 <br />RESOLUTION REGARDING HOUSE BILL 463 AND REDISTRICTING OF THE CABARRUS <br />COUNTY BOARD OF COMMISSIONERS <br />WHEREAS, Representative Larry Pittman (Cabarrus Delegation Member) proposed <br />to increase the membership of the Cabarrus County Board of Commissioners and <br />to provide for six electoral districts and one at -large district; and <br />WHEREAS, neither the Cabarrus County Board of Commissioners nor the citizens <br />of Cabarrus County were made aware of this proposal until March 13, 2015 at a <br />meeting requested by the Board of Commissioners to discuss local and state <br />issues with the Cabarrus Delegation; and <br />WHEREAS, said proposal will have tremendous impact on the citizens of <br />Cabarrus County and their ability to vote on local representation at the <br />Board of Commissioners level; and <br />
