April 7, 20I5 (Work Session) Page 2347 <br />WHEREAS, during the meeting an March 13, 2015, all members of the Cabarrus <br />Delegation agreed not to submit such a bill during the current legislative <br />session as to provide time for additional discussion of the actions required <br />by the proposal and their impact on the citizens of Cabarrus County; and <br />WHEREAS, during the meeting on March 13, 2015, the Cabarrus Delegation <br />advised public input and feedback through a variety of methods would be <br />highly desirable before considering and submitting such a bill; and <br />WHEREAS, on April 2, 2015, the Cabarrus County Board of Commissioners <br />discovered that Representative Pittman moved forward with submitting House <br />Bill 463 without the knowledge of the Cabarrus County Board of Commissioners; <br />NOW THEREFORE BE IT RESOLVED that the Cabarrus County Board of Commissioners <br />hereby unanimously requests: <br />1. That House Bill 463 be removed from consideration during the 2015 <br />legislative session to allow further review of the impacts of such a <br />bill; and <br />2. That there be additional time to facilitate citizen awareness of the <br />bill and its impacts, and to obtain citizen input; and <br />3. That future bills impacting the composition of the Cabarrus County <br />Board of Commissioners only be submitted after mutual discussion and <br />consideration of Cabarrus County citizens, and at the request of the <br />Cabarrus County Board of Commissioners, as their powers and authorities <br />to alter their membership and composition are outlined in NCGS 153A -58 <br />and 153AE -60. <br />Adopted this 7th day of April, 2015. <br />/s/ Stephen M.
