April 20, 2015 (Regular Meeting) Page 2350 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, April 20, 2015, at <br />6:30 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Chairman Morris called the meeting to order at 6:30 p.m. <br />Girl Scout Cadette Troop 2975 from University City United Methodist <br />Church conducted the Flag Ceremony. Scouts participating were: Camille <br />Hammett, Ciela Crane, DeAnna Morris, Kaitlyn Decker, Carly Cassell, Molly <br />McLauchlan and Anna Jones. <br />Youth Pastor Allen Tucker from Miami Baptist Church in Concord <br />delivered the invocation. <br />A moment of silence was observed for Coy C. Privette, William Philpot, <br />Jr. and J.W. "Mickey" McGee. <br />APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Honeycutt, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the minutes of March 2, 2015 <br />(Work Session) and March 13, 2015 (Meeting in a Box) as written_ <br />(B) APPROVAL OF THE AGENDA <br />Chairman Morris reviewed the following changes to the Agenda. <br />Additions: <br />Recognitions and Presentations <br />C -2 Cabarrus Health Alliance - Exercise is Medicine Month Proclamation <br />C -3 Cabarrus Health Alliance - National Bike to School Day Proclamation <br />Supplemental Information: <br />G -1 EDC - Economic Development Grant Request for Project Roy - Public <br />Hearing 6:30 P.M. <br />• Grant Analysis <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board approved the Agenda as amended. <br />C) RECOGNITIONS AND PRESENTATIONS <br />C -11 Active Living and Parks - Older Americans Month May Proclamation <br />Chairman Morris read the proclamation aloud. <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board adopted the following proclamation. <br />Proclamation Nc. 2015 -03 <br />PROCLAMATION <br />OLDER AMERICANS MONTH MAY 2015 <br />"Get Into the Act!" <br />WHEREAS, Cabarrus County Senior Centers Advisory Council is committed to <br />expanding the spotlight on Cabarrus County's older adults needs, programs and <br />services to ensure the well -being of all older adults throughout the county; <br />and <br />WHEREAS, Cabarrus County older adults have continued a tradition of giving <br />back some of their knowledge and experience; and <br />
