Denial of Borrowing Privileges <br />• To ensure that no one library user accrues an excessively high <br />fine, library users will have their borrowing privileges denied <br />when they have one item that is overdue by 60 days or when their <br />fines exceed $5.00. Borrowing privileges may be denied if linked <br />accounts have items overdue by 60 days or when their fines exceed <br />$5.00. If attempts to contact a patron fail, their account may <br />be blocked; when this is the case, the library user must present <br />current acceptable identification before being permitted to check <br />out any more materials <br />• The Library reserves the right to prohibit the use of a library <br />card if any card linked to that card has excessive fines <br />exceeding the maximum amount of $5.00 and /or overdue items (more <br />than 60 days old) checked out on the library card. <br />VI. Responsibility <br />Library users are responsible for all materials checked out on their <br />card or on the cards of children for whom they have assumed <br />responsibility. If library users allow others to check -out materials <br />on their card, those materials are still the responsibility of the <br />card owner. Lost cards should be reported immediately; library users <br />are responsible for all materials checked out on their card up to <br />the time that they report the card as lost. <br />VII. Confidentiality of User Records <br />The Library shall not disclose any Library record that identifies a <br />person having requested or obtained specific materials, information, <br />or services, or as otherwise having used the Library, except as <br />provided under these circumstances: <br />• When required by the Library for Library operation <br />• With written consent of the user; and /or <br />• Pursuant to a subpoena, court order, or where otherwise <br />required by law. All subpoenas, court orders, etc. should be <br />directed to the Library Director. <br />Fines and Fees <br />I. Policy Application. <br />Library resources are shared by everyone, which means library users have a <br />responsibility to return library materials on time and in good condition. <br />The Fines and Fees policy is not in place to penalize library patrons; <br />rather, it is designed to encourage patrons to return library materials on <br />time so that these valuable resources are available to others, who have an <br />equal right to use them. <br />As custodians of both the collection and the public's trust, the Library <br />is committed to fair and consistent application of our policies. Holding <br />all users equally accountable for the use of the Library and any fees or <br />fines incurred is part of meeting that public obligation. We understand <br />that due to a wide variety of circumstances materials are sometimes <br />returned late. We do not attempt to judge any individual's circumstances <br />as more excusable than another. <br />II. Definitions. <br />A. Fines. Overdue fines are assessed for items returned more than one <br />business day past their due date. Fines are assessed only on days the <br />libraries are open. <br />B. Fees. Fees are assessed for materials that have been lost or damaged. <br />A processing fee is also assessed for lost or damaged materials. <br />III. Waivers or Reductions. <br />Waivers or reductions fines or fees may be made on a very limited basis at <br />the discretion of a library manager in the event of certain extenuating <br />circumstances, which may include: <br />• Natural Disaster <br />• Manmade Disaster - Accident or Criminal Act <br />• Medical Emergency - Self or Family Member <br />• Family Emergency <br />• Financial Hardship <br />• Loss or Theft of Library Card <br />• Library Error <br />
