(F -9) Planning and Development - Duke Weatherization Program Duke Energy is offering a new program that is available to the Cabarrus County Weatherization program through the North Carolina Community Action Association. The Duke Energy Weatherization Program provides reimbursement on work completed under the federally funded weatherization program. The state monitoring agency, the North Carolina Department of Environment and Natural Resources, is allowing this reimbursement on the condition that the Duke reimbursement funds are placed back into the Weatherization program to expand services. This program will allow staff to provide additional funds to the health and safety portion of the program which is underfunded by the state program. Duke Energy is funding the program and a match is not required in order to participate. Duke Energy and the North Carolina Community Action Association have provided Cabarrus County with an agreement to participate in the program. UPON MOTION of Vice Chairman Poole, seconded by Commissioner Shue and unanimously carried, the Board approved Cabarrus County's participation in the Duke Energy Weatherization Program and authorized staff to enter into the agreement with Duke Energy and the North Carolina Community Action Association. (F -10) Tax Administration - Refund and Release Report - March 2015 Release report contains taxpayers' names, bill numbers, valuations, tax amounts, along with the justifications for releasing the valuation /tax amounts for outstanding levies in accordance with N.C.G.S. 105 -3$1. Refund report is a summary sheet which lists data from each refund request form, along with the justification for the refunds to the taxpayers in accordance with N.C.G.S. 105 -361. Note: Due to the transition of motor vehicles onto the new North Carolina Vehicle Tax System (NCVTS), motor vehicle - related refunds and releases will begin to be displayed on the new report generated by NCVTS. UPON MOTION of Vice Chairman Poole, seconded by Commissioner Shue and unanimously carried, the Board approved the March 2015 Refund - Release report, along with the NCVTS Refund Report, as submitted and granted authority to the Tax Collector to process the refunds and releases. The report is hereby incorporated into the minutes by reference and is on file with the Clerk to the Board.
