<br />(G -1) EDC - Economic Development Grant Request for Project Roy - Public
<br />Hearin 6:30 P-M.
<br />Margie Bukowsk, EDC Senior Vice President of Economic Development,
<br />presented a request for an economic development grant for Project Roy (Pepsi
<br />Bottling Ventures) pursuant to NCGS 158 -7.1. Project Roy proposes to expand
<br />and consolidate its company operations in Cabarrus County, with a projected
<br />investment of approximately $12.5 million for facility and equipment
<br />upgrades and the consolidation of approximately 176 jobs. A 5 -year grant
<br />equivalent to 85 percent of the ad valorem taxes on the increase in real and
<br />personal property tax values is requested.
<br />Cabarrus County Economic Development Grant Analysis - Project Roy
<br />Chairman Morris opened the public hearing at 7:34 p.m. The Public
<br />Hearing Notice for the public hearing was posted on the County's website
<br />( www.cabarruscounty.us ) on April 10, 2015 in accordance with Article 2,
<br />Administration, Section 2.1 (Use of Electronic Means to Provide Public
<br />Notices) of the Cabarrus County Code of Ordinances.
<br />There was no one to address the Board; therefore Chairman Morris closed
<br />the public hearing.
<br />Commissioner Honeycutt MOVED to approve an Economic Development Grant
<br />(5 years, 85 percent) between Project Roy (Pepsi Bottling Ventures) and
<br />Cabarrus County, and to authorize the County Manager to execute the Agreement
<br />on behalf of the Board, subject to review or revision by the County Attorney.
<br />Commissioner Mynatt seconded the motion.
<br />Chairman Morris expressed support for the incentive grant, stating
<br />Pepsi has been a valuable part of this community for many years, has
<br />contributed greatly to the community and is an excellent corporate citizen.
<br />The MOTION unanimously carried.
<br />(H) APPOINTMENTS TO BOARDS AND COMMITTEES
<br />(H -1) Appointments - Adult Care Home Community Advisory Committee
<br />An application has been received from Annette Swick to serve on the
<br />Adult Care Home Community Advisory Committee. She has been approved by the
<br />Regional Ombudsman. If appointed, she would need to be appointed to an
<br />initial one -year term.
<br />*There are currently seven vacancies on the committee.
<br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Mynatt and
<br />unanimously carried, the Board appointed Annette Swick to the Adult Care Home
<br />Community Advisory Committee for an initial one -year term ending April 30,
<br />2016.
<br />(H -2) Appointments and Removals - Cabarrus Count Senior Centers Adviso
<br />Council
<br />Resignations have been received from Martha Kiker and Annette Young.
<br />By resigning, they leave open two unexpired terms ending December 31, 2016.
<br />It is requested that they be formally removed from the Cabarrus County Senior
<br />Centers Advisory Council roster and appointments be made to fill their
<br />vacancies.
<br />UPON MOTION of Commissioner Honeycutt, seconded by Vice Chairman Poole
<br />and unanimously carried, the Board removed Martha Kiker and Annette Young
