April 20, 2015 (Regular Meeting) Page 2356 <br />proposal is to extend the 2013 lease extension to December 31, 2018 at an <br />annual rent of $32,598.40. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the lease extension and authorized <br />the County Manager to execute the lease after review by the County Attorney. <br />(F -2) County Manager - Offer for Purchase of 'fax Foreclosure Property <br />Tax foreclosure parcels that are not purchased through the Courthouse <br />auction have been sold using an online surplus property web service. <br />However, there has been an offer for purchase of one of these parcels before <br />it could be placed in that service, and so it is required to be processed <br />through the standard upset bid process. The parcel is located at 132 Ft. <br />Worth Avenue in Kannapolis. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Shue and <br />unanimously carried, the Board accepted the initial bid and began the upset <br />bid process. <br />(F -3) DHS - Relocation of the Cabarrus Countv Partnershin For Children <br />The Department of Human Services (DHS) is recommending approval of a <br />proposed relocation of the Caharrus County Partnership for Children to the <br />DHS Center in Kannapolis. Cabarrus County Partnership for Children oversees <br />and administers federal and state child care grants, including the Smart <br />Start child care subsidy. Their mission is to promote access to affordable <br />and quality child care services for children ages 0 -5 and to promote early <br />childhood education and development. <br />DHS and the Partnership are close partners in the provision of child <br />care subsidy services and are working on several projects to consolidate <br />services and access. The Partnership is in need of new office space and DHS <br />has available space with an independent entrance that would allow the <br />Partnership to co- locate within DHS while improving access for citizens <br />seeking child care services. DHS is requesting the Board of Commissioners <br />consider allowing the Partnership to use this space and that an agreement for <br />utilization of the space be drafted by the County Manager and County <br />Attorney. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the utilization of available space <br />within the Cabarrus County Department of Human Services Center by the <br />Cabarrus County Partnership for Children and authorized the County Manager <br />and County Attorney to draft a utilization agreement for that purpose. <br />(F -4) DHS - Senior Community Services Employment (Title V) Program <br />n; roc + -Tnc +- <br />The Department of Human Services (DHS) is recommending divesting itself <br />of the Senior Community Services Employment Program and the associated (Title <br />V) grant. <br />CCOC Centralina Area Agency on Aging (AAA) is planning to apply for the <br />grant on behalf of counties within Region F, including Cabarrus County. if <br />received, the Agency would administer the program for Cabarrus County. The <br />Title V program assists persons ages 55 and older in gaining employment <br />training and work experience through subsidized employment and training. <br />However, due to a drastic reduction in slots over the past few years, DHS <br />recommends supporting the AAA and/or other eligible agencies in their <br />application for Title V funding. <br />The services will still be available to county residents through these <br />agencies if funding is secured_ Citizens currently participating in the <br />program and placed within County departments in Title V slots will still be <br />maintained, and a small host match can be considered at that time to <br />subsidize those salaries. The transfer of these services from DHS would <br />allow the Department to focus the resources used for this program in the <br />mandated services areas. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Shue and <br />unanimously carried, the Board adopted the recommendation of divestment from <br />the Senior Community Services Employment Program and the associated Title V <br />grant application to allow the Centralina Area Agency on Aging or other <br />eligible agencies to make application on behalf of the County. <br />
