<br />School advanced to the NC Envirothon competition where Cannon placed 8th,
<br />Northwest Cabarrus HS placed 3x in FFA and 12 overall, and Central Cabarrus
<br />placed 18t ".
<br />(C -7) BOC - Recognition of the 25th Anniversary of the Governmental Center
<br />In recognition of the 25th anniversary of the opening of the Cabarrus
<br />County Governmental Center, Jonathan Marshall, Deputy County Manager,
<br />presented information comparing changes over time from 1990 to present day.
<br />He commended staff for their care of the building over the years and invited
<br />those in attendance to join in a short social following the meeting. In
<br />honor of this occasion, he said, a cake was specially designed by Ron Stipe
<br />in the likeness of the building.
<br />The commissioners at the time of the Governmental Center's
<br />construction, Chairman James W. Lentz, Vice Chairman R. Giles Moss, and
<br />Commissioners William G. Hamby, Jr., Martha H. Melvin, Billy J. Simmons, Jr.,
<br />the County Manager Michael M. Ruffin and the presiding architect, Dennis
<br />Yates, Yates Chreitzberg Hughes Architects, were all invited to join in the
<br />25th commemoration. Ms. Melvin and Mr. Ruffin were unable to attend.
<br />Following comments from each of the guests, a picture was taken of the group
<br />in commemoration of the event.
<br />(D) INFORMAL COMMENTS
<br />Chairman Morris opened the meeting for Informal Public Comments at 7:26
<br />p.m. He stated each speaker would be limited to three minutes.
<br />Price Crutchfield, resident of 592 Love Street in Concord, commented on
<br />religious freedom, mass incarceration across America, and the Concord Police
<br />Department.
<br />Larry Marlowe, resident of 664 Odell School Road in Concord, commented
<br />on a 275 acre housing development across the street from his residence. He
<br />requested the Board consider plans for making the new Odell School larger due
<br />to the potential number of students that would come from a development of
<br />that size. He also advised of an upcoming meeting of the Concord Planning
<br />Commission.
<br />With there being no one else to address the Board, Chairman Morris
<br />closed that portion of the meeting.

<br />F) CONSENT
<br />(F -1) County Manager - Lease Extension for USDA Space in the County
<br />Cooperative Extension Building
<br />The USDA lease for space in the County's Cooperative Extension Building
<br />was extended in 2011 for a two -year term that expired at the end of June
<br />2013. Through an oversight by the County and USDA, that lease was not
<br />extended, although lease payments continued to be made. The attached
