May 4, 2015 (Work Session) Page 2372 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, May 4, 2015 at 4:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:017 p.m. <br />Mike Downs, County Manager, introduced the new Safety and Risk <br />Management Director, Lisa Hammmond to the Board. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the Agenda: <br />Supplemental Information: <br />Discussion Items for Action at May 18, 2015 Meeting <br />4.5 DHS - FY 16 HCCBG Funding_ Plan <br />• FY16 HCCBG Funding Plan <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board approved the Agenda as amended. <br />Discussion Items - No Action <br />County Manager - Proposal to Construct New Driveway for Concord Senior Center <br />- Tabled from March <br />Jonathan <br />construct a ne <br />zoning hearing <br />He advised the <br />refiled with <br />indefinitely. <br />Marshall, Deputy County <br />u driveway for the Concord <br />scheduled with the City c <br />petition was withdrawn by <br />a new site plan. He also responded to questions from the Board. <br />A discussion ensued. The topics addressed were the ongoing work of <br />rebuilding the local food economy and the continued relationship between the <br />Cabarrus County Board of Commissioners and the Cabarrus Farm and Food <br />Council. <br />Finance - Update on Potential Impacts of the Senate's Proposed County Sales <br />Tax Redistribution Bills <br />Susan Fearrington, Finance Director, presented a detailed update on <br />potential impacts of Senate Bill 369 Sales Tax Fairness Act and Senate Bill <br />608 Simple and Fair Formula for Sales Tax Distribution. There was discussion <br />throughout the update with Ms. Fearrington responding to a variety of <br />questions from the Board. <br />IAM - Construction and Demolition Landfill - 2perat±on Update <br />Kevin Grant, Sustainability Manager, provided an update of the current <br />operating status of the Cabarrus County Construction and Demolition Landfill. <br />He reported Agromatters, LLC has ceased operations at the landfill. He <br />recommended only accepting Type Cne compost (yard waste) to process and sell <br />as mulch. He advised airspace analysis is ongoing and current projections <br />
