May 4, 2015 (Work Session) <br />Page 2373 <br />estimate the landfill going to June 2017 with the existing expansion_ He <br />requested the Board consider a $2.00 increase in tipping fees per ton for <br />construction and demolition waste to remain in line with private landfills. <br />He stated this increase is unlikely to affect residential customers. <br />Mike Downs, County Manager, advised the landfill is set up like an <br />enterprise fund and is not part of the General Fund, adding that the fees pay <br />for the process and expenses. In addition, he stated the Board would be <br />updated on airspace projections, and at that time, the Board can decide <br />whether to expand the landfill or close it once it is full. <br />Mr. Grant commented on maintaining recycling at the Landfill. He <br />recommended a two to three acre expansion in this regard. <br />A discussion ensued. During discussion, Mr. Grant and Kyle Bilafer, <br />Infrastructure and Asset Management Director, responded to questions from the <br />Board. <br />BOC - Department Highlight - Emergency Medical Services <br />Alan Thompson, Emergency Medical Services Director, presented a <br />PowerPoint presentation reviewing the functions and services provided by <br />Emergency Medical Services. Jimmy Lentz, Assistant Emergency Medical <br />Services Director, was also in attendance. <br />Following the presentation, there was discussion with Mr. Thompson, <br />responding to questions from the Board. <br />Discussion Items for Action at May 16 2015 Meetin <br />Active Living and Parks - Request to Utilize Occupancy 'Tax Funds for a <br />Lighting Light±ng Protect at Rocky River Elementary School Park <br />Londa Strong, Active Living and Parks Director, presented the following <br />information relating to a request to utilize occupancy tax funds for a <br />lighting project at Rocky River Elementary School Park. She also responded <br />to questions from the Board. <br />Rocky River Elementary School Park is utilized for youth <br />recreation practice and games for the Hartsell Youth League which <br />is a part of the Cabarrus County youth cc- sponsored athletic <br />leagues. It is also home to Top Gun Sports youth baseball and <br />softball tournaments. At the site, there are seven fields, five <br />of which have lighting. <br />The request is to add lighting to the two remaining fields <br />utilizing occupancy tax funds to allow more tournament teams to <br />play at Cabarrus County facilities, providing a greater chance <br />for teams to stay overnight in Cabarrus County hotels. According <br />to Top Gun statistics, the addition of the two lighted fields at <br />Rocky River would allow 12 additional teams to play at that site. <br />There are 35 tournaments scheduled this year which means 420 <br />additional teams could participate in Cabarrus County <br />tournaments. More teams increase the potential for more revenues <br />at hotels, restaurants, service stations, sporting goods stores <br />and other related businesses. <br />The turnkey price on the project is $155,800.00, which includes: <br />lights, poles, electrical work, sealed electrical drawings, <br />permitting and a 5 percent project contingency ($3800.00). <br />CCS - Funding Request for Design and Construction Contract Administration <br />Services for the Replacement Royal Oaks Elementary School <br />Tim Lowder, Executive Director of Operations, Cabarrus County Schools <br />(CCS) , reported the CCS Board of Education (BOE) met on April 13, 2015 and <br />approved a request for design and construction administration services for <br />the replacement of Royal Oaks Elementary School. The $950,000.00 request can <br />be funded through a transfer from the Capital Reserve Fund. He advised <br />negotiations are ongoing with Moseley Architects for this project and is <br />anticipated to be presented to the CCS BOE next week. <br />Chairman Morris welcomed Mr. Lowder in his new position as the <br />Executive Director of Operations, CCS. <br />
