May 4, 2015 (Work Session) <br />Page 2374 <br />A discussion ensued. During discussion, the following information was <br />addressed: the school is being designed for 648 student capacity with an 800 <br />core capacity; and that the school is anticipated to open mid-year 2017. <br />Finance - CCS Odell Grades 3 -5 Elementary School Budget Reclassification <br />Susan Fearrington, Finance Director, presented the following <br />information relating to the CCS Odell Grades 3 -5 Elementary School budget <br />reclassification. <br />Cabarrus County Schools (CCS) would like to move funds within the <br />Odell Grades 3 -5 Elementary School construction budget. Per a <br />CCS reconciliation of the line items, it was noted that <br />$300,000.00 from the $2,000,000.00 mediation settlement should be <br />placed in the technology line item instead of the construction <br />line item. Also noted, $526,176.00 from the site development <br />line item was placed in the construction line item. <br />County Manager - Proposed Exchange of Property on Rankin Road <br />Jonathan Marshall, Deputy County Manager, presented a request for a <br />proposed property exchange on Rankin Road between Cabarrus County and Robert <br />Fishel. Mr. Fishel's property is at the end of Rankin Road and adjacent to <br />Lake Howell. He has proposed exchanging property of equal value with <br />Cabarrus County. The concept of this exchange was presented to the Water and <br />Sewer Authority Board and the consensus was to support the exchange with the <br />conditions that there be no additional clearing of County property and that <br />it be clear this will not permit the construction of any additional <br />dwellings. <br />Mr. Fishel stated when he bought the property, there was an access <br />road. Since that time, a dwelling was built and in order to access his own <br />property, he has to cross through a neighbor's front yard. He further stated <br />he cannot build on the property due to the zoning and only wishes to have <br />better access to the property. <br />Mr. Marshall advised Statute 160A -271 allows the Board to approve a <br />property transfer of equal value. He stated a transfer of this type was done <br />on the other side of the lake approximately 8 to 10 years ago. He further <br />advised the benefit to the county of having a larger buffer area. <br />vice Chairman Poole expressed support of the property exchange. <br />DHS - 5307 Urbanized Area Formula Program Resolution <br />Ben Rose, Human Services Director, presented a request for approval to <br />apply for federal transportation grants. He stated this request is due to a <br />change in the County's classification. <br />Bob Bushey, Transportation Manager, advised Cabarrus County is now <br />classified as a Large Urban Area. He said the new classification requires <br />Cabarrus County Transportation to use a new federal funding stream through <br />the 5307 Urbanized Area Formula Program. He also responded to questions from <br />the Board. <br />DHS - FY16 HCCBG Funding Plan <br />Ben Rose, Human Services Director, advised the Department of Human <br />Services serves as the lead agency for the Home and Care Community Block <br />Grant (HCCBG). He stated the lead agency's primary role is to organize the <br />committee, develop the funding plan for the grant and seek approval from the <br />Board of Commissioners for the funding plan. <br />Kathy Mowrer, Adult and Aging Program Administrator, stated the HCCBG <br />serves citizens ages 60 and older under the Older American's Act. She <br />advised the HCCBG Committee's task is to look at those services and determine <br />which services are needed most in the county. She said this year, the <br />committee looked at services consisting of transportation, adult day care and <br />adult day health, in -home aid services, home - delivered meals, home repair and <br />Senior Center operations. She said those services are being provided by the <br />Department of Human Services, Active Living and Parks, Planning and <br />Development and Cabarrus Meals on Wheels. She further advised although the <br />final numbers have not been received from the state, they have been directed <br />to apply using last year's numbers with a three percent reduction. <br />
