May 18, 2015 (Regular Meeting) <br />Page 2380 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, May 18, 2015, at <br />6:30 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Angela Poplin, Deputy Clerk to the Board. <br />Chairman Morris called the meeting to order at 6:30 p.m. <br />Chairman Morris led the Pledge of Allegiance. <br />Reverend Dennis Gray from Pine Bluff United Methodist Church in Midland <br />delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the minutes of March 16, 2015 <br />(Regular Meeting), March 23, 2015 (Strategic Planning Session), April 7, 2015 <br />(Work Session) and April 13, 2015 (Special Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Morris reviewed the following changes to the Agenda. <br />Additions: <br />New Business <br />G -3 BOC - Resolution Regarding Senate Bill 369 <br />G -5 BOO - Resolution Supporting Governor McCrory's Bond Proposal <br />Resolution <br />G -6 BOC - Resolution Supporting North Carolina's Historic Preservation Tax <br />Credit Programs <br />• Resolution <br />Supplemental Information: <br />F -1 Active Living and Parks - Request to Utilize Occupancy Tax Funds for a <br />Lighting Project at Rocky River Elementary School Park <br />• Budget Amendment <br />• Project Ordinances <br />I -3 Finance - Monthly Financial Update <br />• Report <br />Tabled to June 1, 2015 Work Session: <br />County Manager - Proposed Exchange of Property on Rankin Road <br />Tabled to July 20, 2015 Regular Meeting: <br />C -3 Planning and Development - Soil and Water Conservation District - <br />Recognition of State Winners in Conservation Education Contests <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Human Resources - Recognition of James "Bobby" Kinsey on His <br />Retirement from Cabarrus County_Tax Administration <br />Brent Weisner, Tax Administrator, recognized Bobby Kinsey for his <br />service to the citizens of Cabarrus County and expressed appreciation for his <br />many years of dedicated service. Mr. Kinsey will retire on June 1, 2015 from <br />his position as Real Property Appraiser. <br />
