May 18, 2015 (Regular Meeting) Page 2387 <br />The FY16 Home and Community Care Block Grant (HCCBG) funding plan is <br />attached for review by the Board of Commissioners. The plan has been <br />prepared, reviewed and approved by the HCCBG advisory committee. The <br />Department of Human Services serves as the lead agency for the Home and Care <br />Community Block Grant. The lead agency's primary role is to organize the <br />committee, develop the funding plan for the grant, and seek approval from the <br />Board of Commissioners for the funding plan. <br />The Home and Care Community Block Grant serves citizens ages 60 and <br />older and promotes health and well -being services for qualified recipients. <br />The grant is administered by the N.C. Division of Aging. The grant provides <br />local flexibility in that the advisory committee and Board of Commissioners <br />can set priorities for the services the grant will fund. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the FY 2016 HCCBG funding plan as <br />submitted by the HCCBG committee. <br />(F -4) EMS - EMT Educational Affiliation between EMS and CCS <br />A review of a Memorandum of Understanding for an Educational Clinical <br />Agreement between the Cabarrus County Emergency Medical Services (EMS) and <br />Cabarrus County Schools (CCS) Board of Education is requested. The purpose, <br />as stated in the attached agreement, is to provide educational opportunities <br />and training for individuals interested in careers in Emergency Medical <br />Services. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the Memorandum of Understanding <br />between Cabarrus County EMS and Cabarrus County Schools; and authorized the <br />County Manager to execute the contract on behalf of Cabarrus County, subject <br />to consultation with the County Attorney. <br />(F -5) Finance - CCS Odell Grades 3 -5 Elementary School Budget <br />Reclassification <br />Cabarrus County Schools (CCS) would like to move funds within the Odell <br />Grades 3 -5 Elementary School construction budget. Per a CCS reconciliation <br />of the line items, it was noted that $300,000.00 from the $2,000,000.00 <br />mediation settlement should be placed in the technology line item instead of <br />the construction line item. Also noted, $526,176.00 from the site <br />development line item was placed in the construction line item. The attached <br />budget amendment corrects the line items. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the budget amendment to reclassify <br />expenditure line items for the Odell Grades 3 -5 Elementary School Project. <br />Date.4 /28/2015 Amount ;$826,176.00 <br />Dept. Upon approval by the Cabarrus County Schools Board of <br />Education, the Kannapolis City Schools Board of Education and the Cabarrus <br />County Commissioners, two payment applications will be submitted to the <br />Department of Public Instruction for the funds. The Cabarrus County Schools <br />application will be for $1,900,000.00 and the Kannapolis City Schools <br />application will be far $300,000.00, for a total of $2,200,000. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board authorized the Chairman to execute the Public <br />School Building Capital Fund applications to release funds from the North <br />Carolina Education Lottery Fund and approved the related budget amendment and <br />updated Capital Project Ordinance. <br />
