June 1, 2015 (Work Session) page 2421 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, June 1, 2015 at 4:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt. <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Morris called the meeting to order at 4 :05 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the Agenda: <br />Supplemental Information: <br />Discussion Items - No Action <br />3.4 County Manager - Update to Appointment Policy <br />• Appointment Policy <br />Discussion Items for Action at June 15, 2015 Meeting <br />4.10 Sheriff's Department - Interlocal Agreements between Cabarrus County and <br />the Cities of Concord and Kannapolis for Secondary PSAP Funding <br />Interlocal Agreement between Cabarrus County and the City of Kannapolis <br />Additions: <br />Discussion Items for Action at June 15, 2015 Meeting <br />4.13 County Manager - Arena Food and Beverage Services Agreement <br />4.14 Human Services - Transportation - FY 2014 5307 Concord UZA (Urbanized <br />Area) Allocation Split <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the Agenda as amended. <br />Discussion Items - No Action <br />BOC - Department Highlight - Active Living and Parks <br />Londa Strong, Active Living and Parks Director, Mike Murphy, Active <br />Living and Parks Superintendent, and Makenzie Mullinax, Active Living and <br />Parks Program Coordinator, presented a PowerPoint presentation reviewing the <br />functions and services provided by the Active Living and Parks Department and <br />responded to questions from the Board. <br />County Manager - Proposal for Communications Tower at Cabarrus Arena <br />Jonathan Marshall, Deputy County Manager, presented a proposal for a <br />communications tower at the Cabarrus Arena and Events Center. <br />Matt Allen, Highwood Towers, presented a proposal for a communications <br />tower at the Cabarrus Arena and Events Center on a 10C by 100 foot lease area. <br />He advised, due to poor coverage in the area, a portable Cell on Wheels is <br />brought in during some events to provide temporary additional coverage. He <br />said Highwood Towers LLC is partnering with Professional Resources and <br />Services, Inc. (PRS) to develop a tower for this site due to their deep <br />knowledge of the County's priorities and processes. He also responded to <br />questions from the Board. Issues addressed included: the proposed tower <br />height; cell tower design will withstand high winds; the lease will allow <br />rent -free space for the County's E -911 system; the lease area compound will be <br />fenced in; there will be an access easement; etc. <br />Vice Chairman Poole and Commissioner Mynatt expressed support for the <br />proposal. <br />County Manager - Update on Raging Ridge Road and Bridge Construction <br />As an update on the Raging Ridge Road and bridge construction, Jonathan <br />Marshall, Deputy County Manager, announced the design for the road and bridge <br />
