Per the updates, compensation would only be proposed based on the <br />scope and responsibility of the board, type of decisions they make and the <br />amount of time spent serving on that board. He advised staff is not proposing <br />to add any additional boards to the list for compensation unless directed by <br />the Board. <br />A discussion ensued. During discussion, Mr. Downs and Richard Koch, <br />County Attorney, responded to questions from the Board. <br />Discussion Items for Action at June 15, 2015 Meeting <br />BOC - NACo Voting Credentials - 2015 Annual Conference <br />Mike Downs, County Manager, announced the National Association of <br />Counties (NACo) will hold their Both Annual Conference in Mecklenburg County <br />on July 10 -13, 2015. He advised, in order to participate in the Association's <br />annual election of officers, a voting delegate and alternate voting delegate <br />need to be designated. <br />It was the consensus of the Board to designate Chairman Morris as the <br />voting delegate and Commissioner Honeycutt as the alternate. <br />BOC - Royal Oaks Elementary School Agency Agreement and Title Transfer <br />Susan Fearrington, Finance Director, presented the following information <br />relating to the Royal Oaks Elementary School Agency Agreement and Title <br />Transfer. <br />The title for the Royal Oaks Elementary School property is <br />currently in the name of the Cabarrus County Board of Education. <br />Attached is a Special Warranty Deed where the Board of Education <br />(BOE) would transfer the title of the Royal Oaks Elementary School <br />to Cabarrus County. By having the title of this property in the <br />name of the county, the project (construction and outfitting of <br />the replacement school) will receive sales tax reimbursements from <br />the State. <br />The Agency Agreement, among other items, allows the County to <br />appoint the BOE as its agent in connection with the construction <br />of the Royal Oaks School replacement. The BCE shall cause the <br />Project to be completed in accordance with the respective <br />construction documents and any applicable requirements of <br />governmental authorities and law. The County and the BOE agree <br />that all amounts received as refunds of State sales tax, with <br />
