The County Manager may reject formal bids when deemed appropriate <br />and in the best interest of Cabarrus County pursuant to G.S. 143 - <br />129(a). <br />11. The County Manager may reduce revenue projections consistent with <br />prevailing economic conditions, and also .reduce expenditures <br />correspondingly. <br />Section III. <br />This ordinance and the budget documents shall be the basis of the <br />financial plan for the County of Cabarrus. <br />a. The Finance Director is hereby directed to maintain within the <br />Capital Project Fund sufficient detailed accounting records to <br />satisfy the requirements of the law. <br />b. The Finance Director is directed to report, at the request of the <br />Board, on the financial status of each project element in Section <br />I and on the total revenues received or claimed. <br />c. Copies of this capital project ordinance shall be furnished to <br />the Clerk to the governing Board, and to the Finance Director for <br />direction in carrying out this project. <br />d. Morris, Chairman <br />ATTEST: <br />/s/ Megan Smit <br />Clerk to the Board <br />(F- B) Human Services - Transportation - FY 2014 5307 Con UZA (Urbanized <br />Area) Allocation Split <br />The FY 2014 Federal Transit Administration (FTA) apportionment tables <br />through the Federal 5307 funding listed $1,792,895.00 for the Concord, North <br />Carolina Urbanized Area (UZA) . Cabarrus County and the City of Concord have <br />agreed to a split of these funds. The Department is seeking approval to <br />apply and receive these funds to assist with operating expenses for the <br />Department. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board adopted the following resolution. <br />Resolution No. 2015 -14 <br />RESOLUTION AUTHORIZING THE ACCEPTANCE OF FY14 FUNDING FROM THE FEDERAL <br />TRANSIT ADMINISTRATION <br />WHEREAS, the TY 2014 FTA Apportionment Tables, driven by the Moving Ahead <br />for Progress in the 21st Century (MAP -21) federal funding program, listed <br />$1,792,895.00 as the total available federal funding under section 5307 & <br />5340 Urbanized Area Apportionments for the Concord, North Carolina Urbanized <br />Area (UZA). <br />WHEREAS, there are two public transit entities eligible for these funds- The <br />city of Concord (the Designated Recipient for the Concord UZA), operating <br />Concord Kannapolis Area Transit (Rider), and Cabarrus County, operating <br />Cabarrus County Transportation Services (CCTS). <br />WHEREAS, there is a 20% match requirement from the County that is already <br />budgeted. <br />WHEREAS, Staff from each system has met, discussed their needs, and agreed to <br />the following allocation split for the Concord UZA's FY 2014 FTA 5307/5340 <br />funds: <br />
