That Cabarrus County agrees to the FY 2014 FTA 5307/5340 allocation <br />split with the City of Concord North Carolina. <br />2. Smit, Clerk to the Board <br />(F--9) Infrastructure and Asset Management - Offer for Purchase of Tax <br />Foreclosure Property <br />Tax foreclosure parcels that are not purchased through the courthouse <br />auction have been sold using an online surplus property web service. One <br />particular parcel, located at 902 Buick Avenue in Kannapolis, has recently <br />received an offer to purchase independently of the web service for $3,500.00 <br />from Josh Collins at .journey Investment Group, LLC. The property was most <br />recently listed on the web service for a cost of $5,385.26 and was taken off <br />the site on May 22, 2015 after being listed for several weeks. <br />In total this parcel has spent just under 300 days of actual auction <br />time on the web service since it was initially posted on September 21, 2012. <br />In order to accept this offer to purchase it is required to go through the <br />standard upset bid process. The process for upset bids is attached (G.S. <br />160A -269) <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board accepted the initial bid from Journey <br />Investment Group, TLC and commenced the upset bid process. <br />(F -10) Sheriff's Department - Interlocal Agreements between Cabarrus County <br />and the Cities of Concord and Kannapolis for Secondary PSAP Funding <br />The State of North Carolina has recognized that Secondary Public Safety <br />Answering Points (PSAP) shall receive 911 funds from the State through the <br />Primary PSAP. The Cities of Concord and Kannapolis are Secondary PSAPs and <br />are now eligible to receive these 911 funds through the Primary PSAP which is <br />Cabarrus County. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board approved the Interlocal Agreement between <br />Cabarrus County and the City of Concord for Secondary PSAP Funding. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board approved the Interlocal Agreement between <br />Cabarrus County and the City of Kannapolis for Secondary PSAP Funding. <br />(F -11) Sheriff's Department - Request to Award a Service Weapon to Deputy <br />Randal Buckwell Upon Retirement <br />Deputy Randal Buckwell will retire from the Cabarrus County Sheriff's <br />Office on June 25, 2015. Pursuant to N.C.G.S. 20- 187.2, it is requested that <br />Deputy Buckwell's service weapon (Sig Sauer P226, 40 caliber, serial number <br />47A042411) be declared surplus and awarded to him for the price of $1.00. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board declared a service weapon (Sig Sauer P226, <br />40 caliber, serial number 47A042411) as surplus property and awarded it to <br />Deputy Buckwell for the price of $1.00 upon his retirement. <br />
