June 15, 2015 (Regular Meeting) Page 2457 (F -12) Tax Administration - Refund and Release Report - May 2015 Release report contains taxpayers' names, bill numbers, valuations, tax amounts, along with the justifications for releasing the valuation /tax amounts for outstanding levies in accordance with N.C.G.S. 105 -381. Refund report is a summary sheet which lists data from each refund request form, along with the justification for the refunds to the taxpayers in accordance with N.C.C.S. 105 -381. UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt and unanimously carried, the Board approved the May 2015 Release - Refund Report as submitted and granted authority to the Tax Collector to process the refunds and releases. The report is hereby incorporated into the minutes by reference and is on file with the Clerk to the Board. (G) NEW BUSINESS (G -1) County Manager - Adoption of the FY16 Cabarrus County_ Budget - Public Hearing 6:30 P.M Pam Dubois, Senior Deputy County Manager, reviewed a short list of proposed changes to Salary, Landfill, Arena and Fire Districts in the FY16 Cabarrus County budget. Chairman Morris opened the public hearing at 6:57 p.m. The Public Hearing Notice was published on May 31, 2015 in The Independent Tribune. The Public Hearing Notice was also posted on the County's website ( www.cabarruscounty.us ) on June 1, 2015 in accordance with Article 2, Administration, Section 2.1 (Use of Electronic Means to Provide Public Notices) of the Cabarrus County Code of Ordinances. Ailene Monroe, resident of 210 Jackson Street in Mount Pleasant, spoke to the Board as an hourly non - certified employee of Cabarrus County Schools. She requested the Boards' support for funding for the salary study for Cabarrus County Schools. Patrick Bergeron, resident of 811 Bear Creek Church Road in Mount Pleasant, and President of the Board at Northeast Volunteer Fire Department, requested the Board approve a minimum of a 4- cent increase to the Northeast Volunteer Fire District. There was no one else present to address the Board; therefore Chairman Morris closed the public hearing. Vice Chairman Poole commented on the subject of CCOG (Centralina Council of Governments) membership. She requested this be placed on the next work session agenda for discussion. Commissioner Mynatt questioned who is responsible for the salary study for Cabarrus County Schools. A brief discussion ensued regarding the salary study and non - certified school employees. Commissioner Shue commended the County Manager and staff for their hard work on the budget and expressed support for a 4- cent increase for the Northeast Volunteer Fire District. Chairman Morris also commended staff and expressed support for a 4- cent increase for the Northeast Volunteer Fire District. UPON MOTION of Vice Chairman Poole, seconded by Commissioner Honeycutt and unanimously carried, the Board adopted the Cabarrus County Budget Ordinance for the General Fund, Cabarrus Arena and Events Center Fund, Landfill Fund, 911 Emergency Telephone Fund and the Health Insurance Fund for FY16.
