June 15, 2015 (Regular Meeting) Page 2457 <br />(F -12) Tax Administration - Refund and Release Report - May 2015 <br />Release report contains taxpayers' names, bill numbers, valuations, tax <br />amounts, along with the justifications for releasing the valuation /tax <br />amounts for outstanding levies in accordance with N.C.G.S. 105 -381. Refund <br />report is a summary sheet which lists data from each refund request form, <br />along with the justification for the refunds to the taxpayers in accordance <br />with N.C.C.S. 105 -381. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board approved the May 2015 Release - Refund <br />Report as submitted and granted authority to the Tax Collector to process the <br />refunds and releases. The report is hereby incorporated into the minutes by <br />reference and is on file with the Clerk to the Board. <br />(G) NEW BUSINESS <br />(G -1) County Manager - Adoption of the FY16 Cabarrus County_ Budget - Public <br />Hearing 6:30 P.M <br />Pam Dubois, Senior Deputy County Manager, reviewed a short list of <br />proposed changes to Salary, Landfill, Arena and Fire Districts in the FY16 <br />Cabarrus County budget. <br />Chairman Morris opened the public hearing at 6:57 p.m. The Public <br />Hearing Notice was published on May 31, 2015 in The Independent Tribune. The <br />Public Hearing Notice was also posted on the County's website <br />( www.cabarruscounty.us ) on June 1, 2015 in accordance with Article 2, <br />Administration, Section 2.1 (Use of Electronic Means to Provide Public <br />Notices) of the Cabarrus County Code of Ordinances. <br />Ailene Monroe, resident of 210 Jackson Street in Mount Pleasant, spoke <br />to the Board as an hourly non - certified employee of Cabarrus County Schools. <br />She requested the Boards' support for funding for the salary study for <br />Cabarrus County Schools. <br />Patrick Bergeron, resident of 811 Bear Creek Church Road in Mount <br />Pleasant, and President of the Board at Northeast Volunteer Fire Department, <br />requested the Board approve a minimum of a 4- cent increase to the Northeast <br />Volunteer Fire District. <br />There was no one else present to address the Board; therefore Chairman <br />Morris closed the public hearing. <br />Vice Chairman Poole commented on the subject of CCOG (Centralina <br />Council of Governments) membership. She requested this be placed on the next <br />work session agenda for discussion. <br />Commissioner Mynatt questioned who is responsible for the salary study <br />for Cabarrus County Schools. <br />A brief discussion ensued regarding the salary study and non - certified <br />school employees. <br />Commissioner Shue commended the County Manager and staff for their hard <br />work on the budget and expressed support for a 4- cent increase for the <br />Northeast Volunteer Fire District. <br />Chairman Morris also commended staff and expressed support for a 4- <br />cent increase for the Northeast Volunteer Fire District. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board adopted the Cabarrus County Budget <br />Ordinance for the General Fund, Cabarrus Arena and Events Center Fund, <br />Landfill Fund, 911 Emergency Telephone Fund and the Health Insurance Fund for <br />FY16. <br />Ordinance Ne. 2015 -23 <br />CABARRUS COUNTY BUDGET ORDINANCE <br />FISCAL YEAR 2015 -2016 <br />BE IT ORDAINED by the Board of Commissioners of Cabarrus County, North <br />Carolina: <br />Section I. <br />
