Any change in ownership or management of American TransMed shall <br />terminate the franchise and shall require a new application and <br />new franchise award. <br />c. The franchise may not be sold, assigned, mortgaged or otherwise <br />transferred without the approval of the County and a finding of <br />conformance with all requirements of Article 82. <br />d. The terms of Section 82 -57 of the Ordinance shall be included in <br />the franchise agreement as they relate to termination, <br />suspension, or revocation. <br />e. Smit, Clerk to the Board <br />(C -4) County Manager - Historic Courthouse Lease <br />Jonathan Marshall, Deputy County Manager, reported Cabarrus County <br />leases the use of the Historic Courthouse to Historic Cabarrus, Inc. and The <br />Arts Council. In addition, there is a Tenant Use Agreement into which all of <br />the same parties have entered. He said the County, in consultation with the <br />two groups, has created a draft of a single amended agreement that combines <br />both the lease and the tenant use agreement. The draft agreement will be <br />provided to both parties and staff will be meeting with them to discuss any <br />proposed changes. The final draft will be prepared for the Board's <br />consideration at the regular meeting. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board moved to extend the current Historic <br />Courthouse Lease and the current Tenant Use Agreement for 63 days until the <br />August regular meeting to allow time to negotiate the new Historic Courthouse <br />Lease and Use Agreement. <br />(G -5) Planning and Development - Award of Formal Bid for the HOME Program <br />Kelly Sifford, Planning and Development Director, advised in January, <br />the Board held a public hearing to allow the reconstruction of a single <br />family home. The bids were received on June 2°d. She stated the previous agreement expired <br />
