Smit, Clerk to the Board <br />CONSENT <br />(F -1) BOC - NACo Voting Credentials - 2015 Annual Conference <br />The National Association of Counties, NACo, will hold their 80th Annual <br />Conference in Mecklenburg County on July 10 -13, 2015. In order to <br />participate in the Association's annual election of officers, the form must <br />be completed and returned, authorizing a voting delegate. The attached form <br />must be returned to the Association no later than June 19. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board elected Steve Morris as the voting <br />delegate and Diane Honeycutt as the alternate voting delegate for the NACo <br />Annual Conference in July. <br />(F -2) BOC - Royal Oaks Elementary School Agency Agreement and Title Transfer <br />The title for the Royal Oaks Elementary School property is currently in <br />the name of the Cabarrus County Board of Education. Attached is a Special <br />Warranty Deed where the Board of Education (BOE) would transfer the title of <br />the Royal Oaks Elementary School to Cabarrus County. By having the title of <br />this property in the name of the county, the project (construction and <br />outfitting of the replacement school) will receive sales tax reimbursements <br />from the State. <br />The Agency Agreement, among other items, allows the County to appoint <br />the BOE as its agent in connection with the construction of the Royal Oaks <br />School replacement. The BOE shall cause the Project to be completed in <br />accordance with the respective construction documents and any applicable <br />requirements of governmental authorities and law. The County and the BOE <br />agree that all amounts received as refunds of State sales tax, with respect <br />to expenditures made in connection with the Project, will be deposited as <br />funds available for the acquisition and construction of the Project. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board approved the Royal Oaks Elementary School <br />Agency Agreement, subject to review and /or revision by the Count Attorney. <br />(F -3) County Manager - Arena Food and Beverage Services Agreement <br />The Food and Beverage Services Agreement for the Cabarrus Arena expires <br />at the end of June. The agreement is between SMG and SMG Food and Beverage <br />and the County approves that agreement between those entities. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board approved the Food and Beverage Services <br />Agreement effective July 1, 2015 and authorized the County Manager to execute <br />that agreement on behalf of Cabarrus County subject to review or revision by <br />the County Attorney. <br />(F -4) Finance - Child Support Enforcement Program - Budget Amendment <br />The Sheriff's Department provides services for the Child Support <br />Division of the Human Services Department. The budget had been established <br />in past years so that the Sheriff's Department received revenues <br />(administrative reimbursement for state) versus being paid for the services <br />actually provided. Changes were made to this process this fiscal year to <br />correct the accounting. This budget revision will correct the line items <br />involved in this process. The FY16 budget will also reflect this change in <br />accounting. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board adopted the following budget amendment. <br />Date: 5 /21/2015 Am©unt:$89,000 <br />Dept.
