July 6, 2015 (Work Session) <br />Page 2480 <br />A discussion ensued. During discussion, Ms. Covington, Ms. Ray, Mike <br />Downs, County Manager, and Jeff Thomas, Assistant Vice President, <br />HEALTHWORKS, responded to a variety of questions from the Board. <br />CCS - Funding Request for Addition of Classrooms to the New Odell 3 -5 School <br />Tim Lowder, CCS (Cabarrus County Schools) Executive Director of <br />Operations, presented the following information regarding a funding request <br />for the addition of classrooms to the new Odell 3 -5 School. <br />Based on recent plans for development in the new Odell school <br />district, Cabarrus County Schools (CCS) estimate the new <br />elementary school population for grades 3 -3 will reach 106 <br />percent of the current capacity by the 2017 -18 school year. This <br />will mean the school system will look to expand the school <br />currently under construction within 2 years of its opening. <br />CCS Board of Education is requesting funding for these six <br />classroom additions in the amount of $1,315,000.00. The project <br />cost estimate includes design, construction, furniture and <br />fixtures, contingency, testing and funding for technology. If <br />funding approval is realized in July 2015, the project will be <br />completed in May 2016. <br />A discussion ensued. During discussion, the following issues were <br />addressed: school capacity; design and layout of the additional classrooms; <br />funding for the additional classrooms; contingency; cost of construction per <br />student; etc. <br />CCS - Purchase of Property for the New Mount Pleasant Middle School <br />Tim Lowder, CCS (Cabarrus County Schools) Executive Director of <br />Operations, presented the following information regarding the purchase of <br />property for the new Mount Pleasant Middle School. <br />Cabarrus County Schools (CCS) Board of Education is requesting <br />approval of funding for the purchase of 50 +/- acres of land <br />adjacent to Mount Pleasant High School for the site relocation of <br />Mount Pleasant Middle School. The requested amount is still <br />under negotiations but the County proposes to fund the purchase <br />with the use of Capital Reserve Funds. <br />If the purchase is approved, a transfer of $225,000.00 will be <br />needed to adapt the current site design. These funds will be <br />transferred from within the current project allotment of $2 <br />million. <br />A discussion ensued. During discussion, Mr. Lowder, Mike Downs, County <br />Manager and Pam Dubois, Senior Deputy County Manager, responded to questions <br />from the Board. <br />CCS - Purchase of Property for Royal Oaks Elementary School <br />Tim Lowder, CCS (Cabarrus County Schools) Executive Director of <br />Operations, presented the following information regarding the purchase of <br />property for Royal Oaks Elementary School. He also responded to questions <br />from the Board. <br />Cabarrus County Schools (CCS) Board of Education is requesting to <br />purchase parcel 04- 077 - 001.00, located at 2200 Carolina Avenue, <br />Kannapolis, NC 28081 for the additional drive entrance into Royal <br />Oaks Elementary School. The funding request for this purchase is <br />$125,000.00 ($121,470.00 for the land purchase and an estimated <br />$3,500.00 for ancillary cost including legal, survey, etc.) The <br />Board of Education has also authorized school staff to continue <br />negotiations on three additional parcels for the Royal Oaks Site <br />and to bring those proposals back to the Board of Education for <br />approval. <br />Discussion Items - No Action <br />Counter Manager - Discussion about Lake Howell OWnQrshi <br />Jonathan Marshall, Deputy County Manager, advised the Water and Sewer <br />Authority of Cabarrus County (WSACC) manages and maintains Lake Howell <br />through an agreement with the Board of Commissioners.
