During discussion, Ms. Covington, Ms. Ray, Mike Downs, County Manager, and Jeff Thomas, Assistant Vice President, HEALTHWORKS, responded to a variety of questions from the Board. CCS - Funding Request for Addition of Classrooms to the New Odell 3 -5 School Tim Lowder, CCS (Cabarrus County Schools) Executive Director of Operations, presented the following information regarding a funding request for the addition of classrooms to the new Odell 3 -5 School. Based on recent plans for development in the new Odell school district, Cabarrus County Schools (CCS) estimate the new elementary school population for grades 3 -3 will reach 106 percent of the current capacity by the 2017 -18 school year. This will mean the school system will look to expand the school currently under construction within 2 years of its opening. CCS Board of Education is requesting funding for these six classroom additions in the amount of $1,315,000.00. The project cost estimate includes design, construction, furniture and fixtures, contingency, testing and funding for technology. If funding approval is realized in July 2015, the project will be completed in May 2016. A discussion ensued. During discussion, the following issues were addressed: school capacity; design and layout of the additional classrooms; funding for the additional classrooms; contingency; cost of construction per student; etc. CCS - Purchase of Property for the New Mount Pleasant Middle School Tim Lowder, CCS (Cabarrus County Schools) Executive Director of Operations, presented the following information regarding the purchase of property for the new Mount Pleasant Middle School. Cabarrus County Schools (CCS) Board of Education is requesting approval of funding for the purchase of 50 +/- acres of land adjacent to Mount Pleasant High School for the site relocation of Mount Pleasant Middle School. The requested amount is still under negotiations but the County proposes to fund the purchase with the use of Capital Reserve Funds. If the purchase is approved, a transfer of $225,000.00 will be needed to adapt the current site design. These funds will be transferred from within the current project allotment of $2 million. CCS - Purchase of Property for Royal Oaks Elementary School Tim Lowder, CCS (Cabarrus County Schools) Executive Director of Operations, presented the following information regarding the purchase of property for Royal Oaks Elementary School. He also responded to questions from the Board. Cabarrus County Schools (CCS) Board of Education is requesting to purchase parcel 04- 077 - 001.00, located at 2200 Carolina Avenue, Kannapolis, NC 28081 for the additional drive entrance into Royal Oaks Elementary School. The funding request for this purchase is $125,000.00 ($121,470.00 for the land purchase and an estimated $3,500.00 for ancillary cost including legal, survey, etc.) The Board of Education has also authorized school staff to continue negotiations on three additional parcels for the Royal Oaks Site and to bring those proposals back to the Board of Education for approval.
