He further stated transferring the property to WSACC would <br />remove additional responsibilities the county has for insurance. He advised <br />the county would still have some maintenance responsibilities outside of the <br />agreement and said the lake would continue to serve county residents under <br />the ownership of WSACC. <br />A discussion ensued. <br />Mr. Marshall stated at this point, staff is looking for consensus from <br />the Board to move forward with working out details. He stated any action <br />would still need to go before both boards for approval. <br />BOC - Community Meetings <br />Mike Downs, County Manager, requested direction from the Board <br />regarding options for gathering citizen input concerning the county budget, <br />programs, services, county facilities, local impacts of legislative <br />decisions, etc. <br />A discussion ensued regarding public input. <br />At the suggestion of Chairman Morris, the Board agreed to set times for <br />commissioners to meet for casual, public conversation with local <br />municipalities. <br />Commissioner Shue left the room briefly at 6:27 p.m. and returned at <br />6:33 p.m. <br />BOC - Department Highlight - Communications and Outreach <br />Kasia Thompson, Communications and Outreach Manager, and David Baxter, <br />Channel 22 Manager, presented an informative video presentation and <br />PowerPoint presentation reviewing the functions and services provided by <br />Communications and Outreach. Ms. Thompson and Mr. Baxter also responded to <br />questions from the Board. <br />Discussion Items for Action at July 20, 2015 Meeting (Continued) <br />Infrastructure and Asset Management - Human Services Center Lease Extension <br />Kyle Bilafer, Infrastructure and Asset Management Director, presented <br />the following information relating to a request for a lease extension for the <br />Human Services Center. <br />The current lease extension for the Human Services Center located <br />at 1303 South Cannon Blvd. in Kannapolis expires on May 31, 2017. <br />This current extension is the second extension of the original <br />lease that was signed on December 1, 1996. The owner /lessor, <br />Kannapolis Land, Inc. reached out to the County recently about <br />pursuing another five -year extension that would extend the lease <br />to May 31, 2022. <br />County representatives met with the owner /lessor on -site to <br />discuss the terms of this lease extension. The owner /lessor has <br />agreed to replace 100,000 square feet of the roof based on poor <br />condition due to age. The owner /lessor has also agreed to <br />install a planted landscaped bed in a portion of the parking lot <br />that consistently puddles due to poor site drainage. The hope is <br />that this installation will decrease the risk of icing during <br />inclement weather which has caused slips /falls in this area. The <br />proposed lease extension asks for a monthly rate of $59,810.37 <br />which would annualize at $717,724.44. This is the same rate that <br />the county has been paying since June 1, 2012. <br />A discussion ensued. During discussion, Mr. Bilafer and Mike Downs, <br />County Manager, responded to questions from the Board. <br />Planning and Development - Return of Property_Donated to Habitat for Humanity <br />Kelly Sifford, Planning and Development Director, presented a request <br />for the return of property donated to Habitat for Humanity. She advised <br />after further investigation, Habitat for Humanity has determined the <br />development of the property donated for affordable housing is not feasible <br />due to significant topographic and geographic issues.
