She also <br />advised the availability of Dave Zablotny, Executive Director, Habitat for <br />Humanity of Cabarrus County, to answer any questions. <br />In response to a question from the Board, Jonathan Marshall, Deputy <br />County Manager, advised interested persons may submit a bid, after which the <br />Board could then start the upset bid process for the sale of the property. <br />Planning and Develop ent - Soil and Water Conservation District - Request for <br />Approval to Pursue Green Tool Box Grant and Resolution <br />Dennis Testerman, Senior Conservation Specialist, presented a request <br />for approval to pursue the Green Tool Box Grant along with the related <br />resolution. He advised this grant can provide up to $10,000.00 in funding to <br />update county and municipal land use plans and planning ordinances to <br />incorporate green growth tools. He stated municipalities in Cabarrus County <br />are being invited to participate in the initiative. He further stated <br />projects must provide in -kind, non --- federal match and those that can provide <br />25 to 50 percent in -kind match from non - federal sources are preferred. He <br />also responded to questions from the Board. <br />Planning and Development - Soil and Water Conservation District - Resolution <br />for the Protection of Clarke Creek <br />Dennis Testerman, Senior Conservation Specialist, presented the <br />following information relating to a request for adoption of a resolution for <br />the protection of Clarke Creek. <br />Recent development activity in the vicinity of Clarke Creek has <br />renewed the concern of the Soil and Water Conservation District <br />Board. Cabarrus County and the State of North Carolina have <br />invested a great deal of money and time into the restoration of <br />wetlands behind Cox Mill Elementary School. Clarke Creek is a <br />Significant Natural Heritage Area and is of particular value for <br />the regionally important wetland located there. The Natural <br />Heritage Inventory was a study funded by the Board of <br />Commissioners in 2002. New development threatens the health of <br />this significant heritage area. Additional development adds more <br />runoff that contains contaminants that threaten the health of <br />this fragile environment. The Soil and Water Conservation <br />District Board is requesting that the Board of Commissioners join <br />them in adopting the attached resolution to further the <br />protection of this highly valued area. <br />BOC - Designation of Voting Delegate for NCACC 108th Annual Conference <br />Mike Downs, County Manager, advised a voting delegate is needed for the <br />NCACC (North Carolina Association of County Commissioners) 108th Annual <br />Conference. <br />Commissioner Honeycutt left the room briefly at 7:09 p.m. She returned <br />to the meeting at 7:11 p.m. <br />Following a brief discussion, it was the consensus of the Board to <br />designate Steve Morris as voting delegate for the NCACC 108th Annual <br />Conference. <br />County Manager - Appropriation for FY 2016 Special Olympics <br />Pam Dubois, Senior Deputy County Manager, presented the following <br />information relating to an appropriation request for FY 2016 for Special <br />Olympics. She also responded to questions from the Board. <br />The County has a contract (attached) with Cabarrus County Schools <br />to pay for the annual compensation of the salary and benefits of <br />one staff member for Special Olympics services to the community. <br />The contract also has a not -to- exceed clause of $55,000.00 unless <br />the compensation is not sufficient to cover the cost and the <br />schools request the increase. Since this agreement has been <br />entered into, the County has provided increases per the state in <br />each year the state has provided raises. This position has been <br />provided those increases but the annual budget contribution was <br />not increased except one time to $55,930.00. The current <br />compensation amount is $57,687.00. The county is requesting to <br />adjust this year's contribution in the amount of $1,757.00 to <br />make this position whole. In the future, the Schools will <br />
