This grant can provide up to <br />$10,000.00 in funding to update county and municipal land use plans and <br />planning ordinances to incorporate green growth tools. Municipalities within <br />Cabarrus County are being invited to participate in the initiative. Projects <br />must provide an in -kind, non - federal match and those that can provide a 25 to <br />50 percent in -kind match from non - federal sources are preferred. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board approved the grant application contingent <br />upon sufficient in -kind match being provided by participating partners and to <br />approve the resolution supporting the protection of Cabarrus County's <br />Significant Natural Heritage Areas. <br />Resolution No. 2015 -15 <br />RESOLUTION REGARDING THE CONSERVATION OF <br />SIGNIFICANT NATURAL HERITAGE AREAS <br />WHEREAS, the Yadkin Pee - Dee River Basinwide Water Quality Plan was revised by <br />the State of North Carolina in 2008; and <br />WHEREAS, the North Carolina Action Plan was published by the North Carolina <br />Wildlife Resources Commission in 2005; and <br />WHEREAS, An Inventory of the Significant Natural Areas of Cabarrus County, <br />North Carolina was published in 2002 with funding by Cabarrus County and the <br />State of North Carolina; and <br />WHEREAS, the Upper Rocky River Local Watershed Plan released by the State of <br />North Carolina in 2004; and <br />WHEREAS, Soil Survey of Cabarrus County, North Carolina was published in 1988 <br />with local, state and federal funding; and <br />WHEREAS, the North Carolina Wildlife Resources Commission has developed land <br />use planning tools collectively known as the Green Growth Toolbox for use by <br />local planning officials and staff in addition to the development of a <br />Wildlife Friendly Development certification program for residential <br />subdivisions; and <br />WHEREAS, respondents in the Cabarrus County 2010 and 2014 community surveys <br />documented that protecting water quality and the environment was one of their <br />top four priorities for community issues that community leaders must address. <br />NOW THEREFORE BE IT RESOLVED by the Cabarrus County Board of Commissioners: <br />1. That the Cabarrus County Board of Commissioners joins the Cabarrus Soil <br />and Water Conservation District Board in calling on all municipal <br />councils in the county to adopt similar resolutions; and <br />2. That the county will work collaboratively with municipalities to <br />establish conservation overlay districts to protect state - designated <br />Significant Natural Heritage Areas prior to making any further <br />decisions on annexations, rezonings, and /or plan approvals; and <br />3. That county planners will encourage developers to grant un- fragmented, <br />permanent conservation easements to Cabarrus SWCD to protect <br />riparian /wetland /wildlife habitat buffers surround the natural areas <br />and waterbodies; <br />4. That county planners encourage developers to incorporate low impact <br />development measures and other best practices; and <br />5. That county planners encourage developers to work with designers on <br />projects that result in Wildlife Friendly Development certifications by <br />the NC Wildlife Resources Commission <br />6. That the County joins with Cabarrus Soil and Water Conservation <br />District in applying for grant funding from the North Carolina Wildlife <br />Resources Commission to update local land use plans and ordinances to <br />incorporate Green Growth Tools. <br />Adopted this the 20th day of July, 2015. <br />/s/ Stephen M.
