August 3, 2015 (Work Session) Page 2505 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda. <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, August 3, 2015 at 4:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt <br />Lynn W. Shue <br />Absent - Vice Chairman: Elizabeth F. Poole <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Morris called the meeting to order at 4 :04 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the Agenda: <br />Additions: <br />Discussion Items for Action at August 17, 2015 Meeting <br />5.19 Human Services - Approval to Submit 5310 Transportation Grant <br />Application <br />Closed Session <br />7.1 Closed Session - Pending Litigation and Economic Development <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the Agenda as amended. <br />Discussion Items - No Action <br />Concord Downtown Development Corporation - 2015 Annual Report <br />Diane Young, Executive Director, Concord Downtown Development <br />Corporation (CDDC), presented the 2015 CDDC Annual Report and provided an <br />update of upcoming projects. She also responded to questions from the Board. <br />County Manager - Update on Shelter Operations <br />Mike Downs, County Manager, stated the Cabarrus County Animal Shelter <br />is preparing for the potential H3N2 dog flu. <br />Lieutenant David Taylor, Cabarrus County Sheriff's Department, stated <br />with the assistance of Heather Seifel, Cabarrus Animal Hospital, and Kyle <br />Bilafer, Infrastructure and Asset Management, the Animal Shelter is prepared <br />to address the potential H3N2 dog flu. He stated precautions have been put <br />in place and staff has been trained to detect dog flu out in the field, and a <br />quarantine area has been prepared at the Animal Shelter. He announced <br />Heather Seifel, Cabarrus Animal Hospital Administrator, will be providing a <br />class on the dog flu on Monday, August 1Cth at 9:00 a.m. on the 7 floor of <br />the Sheriff's Administration Building. <br />Heather Seifel, Cabarrus Animal Hospital Administrator, presented an <br />overview of recommended measures for preparing and treating the H3N2 dog flu <br />in Cabarrus County. <br />Mr. Downs advised a public service announcement detailing plans to <br />proactively prepare for potential cases of the H3N2 dog flu at the Cabarrus <br />County Animal Shelter will be posted on the county's website. Information <br />regarding the educational initiative's first session will also be posted in <br />the announcement. <br />County Manager - Historic Courthouse Lease <br />Jonathan Marshall, Deputy County Manager, advised the historic <br />courthouse lease agreement will not be ready for the August regular meeting <br />as predicted and will be presented in September. <br />A brief discussion ensued regarding usage of the Historic Courthouse <br />auditorium. <br />
