August 3, 2015 (Work Session) Page 2506 <br />BOC - Department Highlight - Veterans Services <br />Tim Tereska, Veterans Services Director, presented a PowerPoint <br />presentation reviewing the functions and services provided by the Veterans <br />Services Department and responded to questions from the Board. Veterans <br />Services staff Lori Hinson, Erin Kyle and Jennifer Morton were also in <br />attendance. <br />Commissioner Shue commented on his own experience with VA benefits. <br />Mike Downs, County Manager, advised Veterans Services is a non - mandated <br />service. He stated this Board and previous boards have made this service a <br />priority. He and Chairman Morris commended Mr. Tereska and the Veterans <br />Services staff for their hard work and dedication. <br />Discussion Items for Action at August 3, 2015 Meetin <br />EDC - Economic Development Grant Request for Project Burgundy - Public <br />Hearing 4:00 P.M. <br />Chairman Morris announced the Economic Development Grant Request for <br />Project Burgundy has been postponed. He stated negotiations are ongoing and <br />the public hearing will be brought back at a later date. <br />Human Resources - Appointment of the Cabarrus County Tax Administrator <br />Lundee Covington, Human Resources Director, introduced Robert Edwin <br />"Eddie" Mitchum to the Board. She stated Mr. Mitchum is the candidate <br />selected to fill the unexpired term as Tax Administrator ending August 8, <br />2017. <br />Mike Downs, County Manager, provided a brief summary of Mr. Mitchum's <br />38 years of experience in tax administration, adding that Mr. Mitchum is a <br />native of Concord. <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board suspended its Rules of Procedures in order <br />to take action on this item due to time constraints. <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board appointed Robert Edwin Mitchum as County <br />Assessor and Tax Collector for Cabarrus County for the two -year period of <br />August 10, 2015 through August 8, 2017. This position has the title of Tax <br />Administrator and reports directly to the County Manager. <br />Board members welcomed Mr. Mitchum as Tax Administrator for Cabarrus <br />County. <br />Discussion Items for Action at August 17, 2015 Meeting <br />Human Services - Proposal for Girl Scout Silver Project <br />Ben Rose, Human Services Director, stated the Department of Human <br />Services (DHS) participates in a lot of community service. He reported his <br />department was approached by a local Girl Scout troop to do a project that <br />will meet one of their troop goals, and provide a benefit to DHS. <br />Cheryl Harris, Program Administrator, Child Welfare Division, Cabarrus <br />County Department of Human Services (DHS), stated she was approached by the <br />Girl Scouts to paint visitation rooms. <br />Molly Bynum, Girl Scout Cadette Troop 334 from First Presbyterian <br />Church in Concord, stated the Girl Scouts have a program for scouts in middle <br />school to earn their Silver Award, the highest honor available at the Cadette <br />level. She said she has chosen to complete her Silver Award project with <br />Meredith Sheridan, a fellow Girl Scout member. She gave a description of the <br />plans for the rooms and requested the Boards' approval. <br />Mr. Rose advised the process will be reviewed by Risk Management and <br />the County Attorney. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board suspended its Rules of Procedures in order to <br />take action on this item. <br />
