August 3, 2015 (Work Session) <br />Page 2507 <br />Commissioner Honeycutt MOVED to endorse the Girl Scout Silver Project, <br />pending all departmental authorizations are received. Commissioner Mynatt <br />seconded the motion. <br />A brief discussion ensued. It was the consensus of the Board for the <br />County to supply paint for the project. <br />The MOTION unanimously carried. <br />Active Living and Parks - Adoption of Department Master Plan <br />Londa. Strong, Active Living and Parks Director, stated the Active <br />Living and Parks Master Plan was presented at the July meeting. She said the <br />Board was later sent the full version. She also advised Derek Williams, Vice <br />President, Benesch Consultants, was unable to attend today's meeting. <br />A discussion ensued. We encourage them to continue working on their <br />plans and reapply when the new request for proposals is released. <br />Mike Downs, County Manager, stated he sent the program criteria to the <br />Board today. He advised the Bethel School sign and Mount Pleasant drop -off <br />awning do not meet the criteria. <br />Ms. Strong stated applications for the remaining funds will be accepted <br />in November.. <br />Following discussion, Chairman Morris suggested this item be placed on <br />New Business for discussion. <br />DOC - Dissolution of APPAC <br />Mike Downs, County Manager, stated the Animal Protection and <br />Preservation Advisory Committee (APPAC) was created in July 2004 after the <br />Board of Commissioners received recommendations from the Cabarrus County <br />Animal Control and Preservation Task Force. He advised the APPAC was active <br />for a time, but has not met since January 2012. He recommended the APPAC be <br />dissolved, with its intended replacement being an advisory board that will <br />actively meet current needs as well as fulfill contract requirements between <br />Cabarrus County and the Humane Society. <br />BOC - Establishment of the Cabarrus County Animal Protection Advisory Board <br />Mike Downs, County Manager, stated the agreement with the Humane <br />Society,. who currently operates the Animal Shelter, includes a provision for <br />the creation of an advisory board. He said the advisory board's purpose is <br />not to supervise the Humane Society but to observe policies, practices and <br />make recommendations both to the County and to the Humane Society. <br />
