August 3, 2015 (Work Session) <br />board. <br />Page 2508 <br />Chairman Morris expressed support for the creation of the advisory <br />ROC - Resolution Amending the Cabarrus County Board of Commissioners Meetin <br />Schedule for Calendar Year 2015 <br />Mike Downs, County Manager, advised amending the Cabarrus County Board <br />of Commissioners Meeting Schedule for Calendar Year 2015 will allow the clerk <br />to book and schedule the next quarterly summit meeting. <br />County Manager - Approval to Close Carolina Governmental Alliance for <br />Administration of County Workers Compensation and Liability Funds <br />Pam Dubois, Senior Deputy County Manager, presented a review of the <br />timeline outlining the history of the County's self - insured insurance <br />program, encompassed under the non - profit, Carolina Governmental Alliance, <br />along with reasons for the request to dissolve it. She advised the <br />organization was established in June 1997 in partnership with Rowan County. <br />on June 30, 2013, Rowan County dissolved its interest in the organization. <br />She stated there is no financial benefit to the County to continue <br />utilization of this organization for self - insured insurance purposes. She <br />also responded to questions from the Board. <br />County Manager - KCS Capital Funds Reallocation Request <br />Pam Dubois, Senior Deputy County Manager, presented a reallocation <br />request for Kannapolis City Schools (KCS) Capital Funds. She advised the <br />welding program project has come in over the estimated budget by $55,000.00 <br />and KCS would like to take the cost savings from the lighting conversion <br />project ($25,000.00) and eliminate both key fob projects for Forest Park and <br />Fred L. Wilson (30,000.00) to cover the shortfall. <br />County Manager - Property and Building on Concord Lake Road <br />Jonathan Marshall, Deputy County Manager, presented the following <br />information relating to a county -owned property and building on Concord Lake <br />Road: <br />Cabarrus County owns property and an office building at 2325 <br />Concord Lake Road (PICT 5622 -33- 3518). The building has housed <br />the Economic Development Corporation, Parks and Recreation and <br />Guardian Ad Litem in the past but is currently vacant. <br />There are two issues for discussion related to that building and <br />property. The first is that the building encroaches on an <br />adjacent property which is shown on the attached survey. The <br />adjacent owner is proposing the County exchange property to <br />correct the building encroachment with the net result that the <br />County would need to purchase 3967 square feet. They have <br />requested tax value for this property as well as recognition that <br />water lines serving their building cross part of the County <br />parcel. <br />The second issue is the disposition of the building and land. <br />Staff is requesting guidance from the Board on whether to attempt <br />to sell the property and by what method. <br />A discussion ensued. It was the consensus of the Board to bring this <br />item back in September with a proposal from the adjacent owner. This would <br />also provide time for staff to solicit a broker for the property. <br />County Manager - Request to Lease County Propert <br />Amy Daniels, owner of 23 Union Street North in Concord, presented a <br />request to lease a portion of the property located next door on the Concord <br />Library parcel. She proposed to use the leased area for outside seating with <br />awnings, umbrellas and pavers for an area connected to her restaurant on the <br />adjacent parcel. She advised, if approved, the leased area would be fenced <br />per ABC regulations. <br />Jonathan Marshall, Deputy County Manager, advised water and gas utility <br />lines that serve the library are located in this area, so a property lease is <br />preferable to sale of the property. He stated trees previously planted on <br />that space have been removed. Another issue to consider, he said, is the <br />sale of alcohol on county -owned property. <br />
