August 3, 2015 (Work Session) Page 2509 <br />A discussion ensued. Issues addressed included: the sale of alcohol <br />on county property; a long -term lease in regards to the restaurant; issues <br />with the brick facade of the building; etc. <br />It was the consensus of the Board to move this item to the September <br />work session with a proposed lease and more specifications. <br />EMS - Purchase of Two Ambulance Units <br />Jimmy Lentz, Emergency Medical Services (EMS) Assistant Director, <br />advised the purchase of two ambulances was approved in the FY 16 budget. He <br />stated Board approval is required to move forward due to individual unit cost <br />exceeding $90,000.00. He responded to questions from the Board. Alan <br />Thompson, EMS Director, was also in attendance. <br />Finance - Reappropriation of Funds for Ongoing Projects, Grants, and <br />Commitments <br />Susan Fearrington, Finance Director, reported each year there are <br />projects, grants and commitments that need to be transitioned to the new <br />fiscal year when they are unable to be completed within the fiscal year for <br />which they were budgeted. She said a reappropriation of funds, via fund <br />balance, is needed to transition the projects to the new fiscal year. <br />Human Services - Approval of Title VI Program Policy <br />Ben Rose, Human Services Director, presented a request for approval of <br />the Title VI Program Policy. He advised the Title VI Program Policy deals <br />with civil rights, civil rights processes, how complaints are received and <br />how complaints of civil rights violations are responded to. He stated <br />approval of the policy is required in order for the Department to apply for <br />certain Federal grants for Transportation Services. <br />Suzanne Moose, Assistant Human Services Director, advised this is a <br />pre - application process for the 5307 grant, which is an urbanized formula <br />funding program that allocates Federal resources to urbanized areas for <br />transportation needs. She stated the approved policy is needed for the pre - <br />application process. <br />A discussion ensued. During discussion, Mr. Rose responded to <br />questions from the Board_ <br />Human Services - Approval to Submit 5310 Transportation Grant Application <br />Ben Rose, Human Services Director, and Suzanne Moose, Assistant Human <br />Services Director, presented the following information relating to approval <br />to submit a 5310 transportation grant application. <br />The Department of Human Services, Transportation Division, is <br />requesting approval to submit an application for a 5310 <br />transportation grant. The City of Concord is accepting proposals <br />for the 5310 transportation grant, a grant program (49. U.S.C_ <br />5310) that provides formula funding for the purpose of assisting <br />to meet the transportation needs of the elderly and disabled when <br />the transportation service provided is unavailable, insufficient <br />or inappropriate in meeting these needs. The local agreement for <br />the grant would be through the City of Concord. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Honeycutt <br />and unanimously carried, the Hoard suspended its Rules of Procedures in order <br />to take action on this item due to time constraints. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board scheduled a public hearing on Monday, August <br />17, 2015 at 6:30 p.m. or as soon thereafter as persons may be heard to <br />consider approval of the 5310 transportation grant application to the City of <br />Concord. <br />Infrastructure and Asset Management - Award of Van, SUV and Hybrid(s) Bids <br />Michael Miller, Assistant Director of Infrastructure and Asset <br />Management, presented a request to approve a bid award to Hilbish Ford and <br />Cloninger Ford Toyota Scion. He stated a public bid for one (1) van, one (1) <br />SUV, and four (4) hybrids was advertised and a total of three (3) companies <br />submitted sealed bids on the various vehicles. Based on the outcome of those <br />bids, he recommended to purchase one (1) van and one (1) SUV from Hilbish <br />
