He also <br />responded to questions from the Board. <br />Sheriff's Office - New Radio Consoles for Sherif'f's Office Communications <br />Back -up Center <br />Sergeant Travis McGhee, Cabarrus County Sheriff's Department, presented <br />the following information relating to a request for new radio consoles for <br />the Sheriff's Office Communications Back -up Center and responded to questions <br />from the Board. <br />The Sheriff's Office currently has a back -up communications <br />center located at the Department of Human Services. This center <br />is maintained in case of failure at the main communications <br />center located at the Sheriff's Office. At this time, the back- <br />up center only has mobile radios for use by the telecommunicators <br />with no paging capabilities. <br />New consoles would give the capability to page /dispatch Law <br />Enforcement, EMS, and Fire to emergency calls in the same way it <br />is done from the main communications center. Four consoles are <br />needed at the back -up site. These four consoles would cost <br />$195,810.00 and could be purchased from Motorola using 911 funds. <br />Planning and Development - HOME Program Consolidated Annual Performance and <br />Evaluation Report (CAPER) <br />Kelly Sifford, Planning and Development Director, stated Cabarrus <br />County has participated in the Cabarrus /Iredell /Rowan HOME Consortium for <br />approximately 20 years. As part of that participation, she advised staff is <br />required to file a CAPER (federal report) on activities for the grant and <br />hold a public hearing for any comments. She also advised during this fiscal <br />year, one unit was rehabilitated and the County expended $18,995.00. She <br />said two more units are underway. She also requested the Board schedule a <br />public hearing for the August regular meeting. <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the Board suspended its Rules of Procedures in order <br />to take action on this item due to time constraints. <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board scheduled a public hearing on the HOME <br />Program Consolidated Annual Performance and Evaluation Report (CAPER) for <br />Monday, August 17, 2015 at 6:30 p.m. or as soon thereafter as persons may be <br />heard. <br />Planning and Development Proposed Adoption of the Town of Harrisburg <br />Comprehensive Bicycle, Pedestrian and Greenway Master Plan <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information relating to the proposed adoption of the Town of Harrisburg <br />Comprehensive Bicycle, Pedestrian and Greenway Master Plan. She stated a <br />public hearing is required. <br />In 2010, Cabarrus County and the Town of Harrisburg partnered to <br />update the Harrisburg Area Land Use Plan ( HALUP) . The updated <br />plan was completed in the fall and adopted by Cabarrus County in <br />December of 2010 and by the Town of Harrisburg in early 2011. As <br />part of that plan, a conceptual Transportation Network Map was <br />created that included alternate transportation routes, such as <br />greenways, bicycle routes and multi -use trails. <br />In spring of 2015, the Town of Harrisburg hired a consulting firm <br />to assess the existing and proposed alternate transportation <br />routes that were contemplated during the HALUP process. The Town <br />asked Cabarrus County staff to participate in the process and to <br />serve on the Steering Committee. Planning and Active Living and <br />Parks staff were both given seats on the Committee. A memo that <br />further outlines the process is attached for your reference. <br />The supplemental alternate transportation plan was adopted by the <br />Town of Harrisburg on June 8, 2015. <br />
