August 3, 2015 (Work Session) <br />Page 2511 <br />Staff is requesting that the Board of Commissioners consider <br />adopting the Town of Harrisburg Comprehensive Bicycle, Pedestrian <br />and Greenway Master Plan as a supplement to the Harrisburg Area <br />Land Use Plan that was adopted in 2010. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board suspended its Rules of Procedures in order to <br />take action on this item due to time constraints. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board scheduled a hearing on the proposed adoption <br />of the Town of Harrisburg Comprehensive Bicycle, Pedestrian and Greenway <br />Master Plan for Monday, August 17, 2015 at 6:30 p.m. or as soon thereafter as <br />persons may be heard. <br />Planning and Development - Proposed Text Amendments to Zoning Ordinance <br />(TEXT2015- 00002) <br />Susie Morris, Planning and Zoning Manager, presented a request for <br />proposed text amendments to the Zoning Ordinance. She reported the Planning <br />and Zoning Text Amendment Committee has been working with staff and legal <br />counsel on general clarifications to various parts of the ordinance as well <br />as changes that are required due to LS2015 -86. She provided an overview of <br />changes to Chapters 3, 4, 5, Appendix B, and Chapter 6, 7 and 14. She stated <br />a public hearing is required. <br />There was discussion throughout and following the presentation. <br />Several adjustments were recommended by Board members. Ms. Morris advised <br />the recommended changes to Chapters 4 and 7 would be made and the revised <br />ordinances would be provided to the Board for review. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board suspended its Rules of Procedures in order <br />to take action on this item due to time constraints. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board scheduled a hearing on proposed Text <br />Amendments to the Zoning Ordinance (TEXT2015- 00002) for Monday, August 17, <br />2015 at 6 :30 p.m. or as soon thereafter as persons may be heard. <br />Mike Downs, County Manager, recommended the Hoard of Commissioners plan <br />a joint meeting with the Planning and Zoning Commission in the near future. <br />Approval of Regular Meeting Agenda <br />The Board discussed the placement of items on the Agenda. <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the August 17, 2015 Agenda as <br />follows: <br />Approval or Correction of Minutes <br />• Approval or Correction of Meeting Minutes <br />Consent <br />• Active Living and Parks - Adoption of Department Master Plan <br />• BOC - Dissolution of APPAC <br />• BOC - Establishment of the Cabarrus County Animal Protection Advisory <br />Board <br />• BOC - Resolution Amending the Cabarrus County Board of Commissioners' <br />Meeting Schedule for Calendar Year 2015 <br />• County Manager - Approval to Close Carolina Governmental Alliance for <br />Administration of County Workers Compensation and Liability Funds <br />• County Manager - KCS Capital Funds Reallocation Request <br />• EMS - Purchase of Two Ambulance Units <br />• Finance - Reappropriation of Funds for Ongoing Projects, Grants and <br />Commitments <br />• Human Services - Approval of Title VI Program Policy <br />• Infrastructure and Asset Management -- Award of Van, SUV and Hybrids(s) <br />Bids <br />• Sheriff's Office - New Radio Consoles for Sheriff's Office <br />Communications Back -up Center <br />• Tax Administration - Refund and Release Report - July 2015 <br />
