August 17, 2015 (Regular Meeting) Page 2527 <br />ATTEST: <br />/s/ Megan Smit <br />Clerk to the Board <br />(G -7) Centralina Workforce Development Consortium - Resolution to Approve <br />Articles of Association <br />Mike Downs, County Manager, reported, since the Workforce Innovation <br />and Opportunity Act (WIOA) took effect on July 1, 2015, the NC Department of <br />Commerce is pressing for the Centralina Workforce Development Consortium to <br />submit approved, signed Articles of Association. He stated Cabarrus County <br />is one of seven area counties represented on the Consortium. The Consortium <br />serves as the governing body for a variety of programs supporting workforce <br />development and job placement. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board adopted the resolution to approve the Articles <br />of Association for the Centralina Workforce Development Consortium. <br />Resolution No. 2015 -21 <br />RESOLUTION APPROVING THE ARTICLES OF ASSOCIATION <br />AND AGREEMENT FOR THE CENTRALINA WORKFORCE DEVELOPMENT CONSORTIUM <br />WHEREAS, the counties of Anson, Cabarrus, Iredell, Lincoln, Rowan, <br />Stanly and Union as independent and contiguous units of general purpose local <br />government do hereby agree to continue as the Centralina Workforce <br />Development Consortium to act jointly as a Workforce Investment Area under <br />the Workforce Innovation and Opportunity Act of 2014 (WIOA); and <br />WHEREAS, certain technical revisions to the original "Articles of <br />Association" and subsequent amendments, have been made for WIOA for the <br />period of Program Year 2015 to Program Year 2019 and have been executed by <br />the Chairman of this Board on behalf of this county, subject to ratification <br />of such action by this Board; and <br />WHEREAS, the "Articles of Association" designates the signatory <br />official for the Consortium and the administrative /fiscal agenda to <br />administer the program on behalf of the Consortium, and requests <br />certification of the current Centralina Workforce Development Board as the <br />local "Workforce Investment Board" as required by the Act: <br />NOW, THEREFORE, BE IT RESOLVED that the execution of the aforesaid <br />"Articles of Association and Agreement for the Centralina Workforce <br />Development Consortium" by our Chairman is ratified and adopted by the <br />Cabarrus County Board of Commissioners, effective as of August 17, 2015. <br />Adopted this the 17tn day of August, 2015. <br />/s/ Stephen M. Smit, Clerk to the Board <br />(H) APPOINTMENTS TO BOARDS AND COMMITTEES <br />(H -1) Appointments and Removals - Adult Care Home Community Advi <br />rnnni tt-a�a <br />The terms of appointment for Sandra Miller and Diamond Staton- Williams <br />on the Adult Care Home Community Advisory Committee expired July 31st. Both <br />Ms. Miller and Ms. Staton - Williams wish to be reappointed. <br />The term of appointment for Janet Haywood on the Adult Care Home <br />Community Advisory Committee expires August 31st. Due to work constraints, <br />Ms. Haywood does not wish to serve another term. <br />Applications to serve on the Adult Care Home Community Advisory <br />Committee have been received from Tara Smith and Walter Rumple, IV. Both <br />have been prequalified by the Regional Ombudsman and are eligible to serve <br />initial one -year terms. <br />*There are currently seven vacancies on the committee. <br />
