August 17, 2015 (Regular Meeting) Page 2527 ATTEST: /s/ Megan Smit Clerk to the Board (G -7) Centralina Workforce Development Consortium - Resolution to Approve Articles of Association Mike Downs, County Manager, reported, since the Workforce Innovation and Opportunity Act (WIOA) took effect on July 1, 2015, the NC Department of Commerce is pressing for the Centralina Workforce Development Consortium to submit approved, signed Articles of Association. He stated Cabarrus County is one of seven area counties represented on the Consortium. The Consortium serves as the governing body for a variety of programs supporting workforce development and job placement. UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and unanimously carried, the Board adopted the resolution to approve the Articles of Association for the Centralina Workforce Development Consortium. Resolution No. 2015 -21 RESOLUTION APPROVING THE ARTICLES OF ASSOCIATION AND AGREEMENT FOR THE CENTRALINA WORKFORCE DEVELOPMENT CONSORTIUM WHEREAS, the counties of Anson, Cabarrus, Iredell, Lincoln, Rowan, Stanly and Union as independent and contiguous units of general purpose local government do hereby agree to continue as the Centralina Workforce Development Consortium to act jointly as a Workforce Investment Area under the Workforce Innovation and Opportunity Act of 2014 (WIOA); and WHEREAS, certain technical revisions to the original "Articles of Association" and subsequent amendments, have been made for WIOA for the period of Program Year 2015 to Program Year 2019 and have been executed by the Chairman of this Board on behalf of this county, subject to ratification of such action by this Board; and WHEREAS, the "Articles of Association" designates the signatory official for the Consortium and the administrative /fiscal agenda to administer the program on behalf of the Consortium, and requests certification of the current Centralina Workforce Development Board as the local "Workforce Investment Board" as required by the Act: NOW, THEREFORE, BE IT RESOLVED that the execution of the aforesaid "Articles of Association and Agreement for the Centralina Workforce Development Consortium" by our Chairman is ratified and adopted by the Cabarrus County Board of Commissioners, effective as of August 17, 2015. Smit, Clerk to the Board (H) APPOINTMENTS TO BOARDS AND COMMITTEES (H -1) Appointments and Removals - Adult Care Home Community Advi rnnni tt-a�a The terms of appointment for Sandra Miller and Diamond Staton- Williams on the Adult Care Home Community Advisory Committee expired July 31st. Both Ms. Miller and Ms. Staton - Williams wish to be reappointed. The term of appointment for Janet Haywood on the Adult Care Home Community Advisory Committee expires August 31st. Due to work constraints, Ms. Haywood does not wish to serve another term. Applications to serve on the Adult Care Home Community Advisory Committee have been received from Tara Smith and Walter Rumple, IV. Both have been prequalified by the Regional Ombudsman and are eligible to serve initial one -year terms. *There are currently seven vacancies on the committee.
