August 17, 2015 (Regular Meeting) Page 2514 <br />CONSTITUTION WEEK 2015 PROCLAMATION <br />WHEREAS, September 17, 2015 marks the two - hundred twenty - eighth <br />anniversary of the signing of the Constitution of the United States of <br />America by the Constitutional Convention; and <br />WHEREAS, it is fitting and proper to accord official recognition to <br />this magnificent document and its memorable anniversary; and <br />WHEREAS, it is fitting and proper to officially recognize patriotic <br />celebrations which will commemorate the occasion; and <br />WHEREAS, Public Law 915 guarantees the issuance of a proclamation each <br />year by the President of the United States of America designating September <br />17 through 23 as Constitution Week; <br />NOW, THEREFORE, the Cabarrus County Board of Commissioners hereby <br />proclaims September 17 -23, 2015 as Constitution Week in Cabarrus County and <br />urge our citizens to reaffirm the ideals the Framers of the Constitution had <br />in 1787. <br />Adopted this the 17th day of August, 2015. <br />/s/ Stephen M. Morris, Chairman <br />Cabarrus County Board of Commissioners <br />(D) INFORMAL COMMENTS <br />Chairman Morris opened the meeting for Informal Public Comments at 6:43 <br />p.m. He stated each speaker would be limited to three minutes. <br />Cathy Wester, resident of 980 Littleton Drive in Concord, and Regional <br />Vice President of Sales, The Rink Wester 726 Foundation, requested the Board <br />include her company's technology in the commercial and residential landscape <br />of Cabarrus County. <br />With there being no one else to address the Board, Chairman Morris <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />(E -1) BOC - Ratification of Updated Board Goals <br />Kasia Thompson, Communications and Outreach Manager, advised the <br />Board's vision, mission and goals have been examined, discussed and updated <br />after feedback from a series of strategic retreats and workshops earlier in <br />the year. She stated, by consensus, the Board's vision and mission remained <br />the same, but minor updates were recommended to the goals. After various <br />opportunities for response, no further revisions were suggested after the <br />July work session, therefore, the updated items are before the Board for <br />ratification. <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board ratified the updated Board of <br />Commissioners' vision, mission and goals. <br />Vision, Mission and Goals <br />Vision: Our vision for Cabarrus is a county where our children learn, dreams <br />matter, our citizens participate, our families /neighbors thrive and our <br />community prospers. <br />Mission: Through visionary leadership and good stewardship, we will ensure <br />public safety, administer state requirements, determine county needs and <br />provide services to continually enhance quality of life. <br />Existing Goal 1: Preserve and enhance the quality of life by addressing <br />growth with sounds public policies that sustain resources, provide high <br />quality services, and fund infrastructure needs. <br />Revised goal: Preserve and enhance the quality of life through public policy <br />that promotes cross - jurisdictional collaboration, encourages growth while <br />balancing its impacts, and looks ahead to preserve quality of life. <br />
