August 17, 2015 (Regular Meeting) <br />Page 2515 <br />Existing Goal 2: Achieve community -wide preparedness to protect public <br />safety, respond to routine and catastrophic events, and maintain and restore <br />the well -being of all residents. <br />Revised goal: Provide for public safety by communicating preparedness and <br />safety awareness, responding to routine and catastrophic events, and <br />maintaining and restoring the well -being of citizens. <br />Existing Goal 3: Use resources wisely and responsibly by protecting assets, <br />minimizing risk, creating partnerships and using technology to maximize the <br />value of county investments, expenditures and assets. <br />Revised goal: Use resources wisely by seeking to collaborate services, share <br />costs, minimize risk, and protect county assets and investments. <br />Existing Goal 4: Promote a fully engaged community with a shared <br />understanding of its issues and challenges and working together to achieve <br />its goals. <br />Existing Goal 5: Ensure that all citizens have equal opportunity and access <br />to education, healthcare, and economic prosperity and encourage citizens to <br />fulfill their potential and contribute to their community. <br />Revised goal (4 and 5) : Support community connections through purposeful and <br />strategic communication, enhanced education, active community participation, <br />and increased access to and utilization of services. <br />(F) CONSENT <br />(F -1) Active Living and Parks - Ado tion of Department Master Plan <br />The Active Living and Parks (ALP) Department started development of the <br />new Comprehensive Master Plan process in late 2014 with Benesch Consultants <br />(formally Site Solutions). Public input meetings, telephone surveys, <br />stakeholders interviews, and senior focus group interviews were held to <br />receive input from citizens regarding desired and necessary services and <br />facilities. This information, along with methodology and trends in Parks, <br />Recreation, and Senior Centers, was used to develop the new Comprehensive <br />Master Plan. <br />The Plan covers inventory, classifications, national <br />recommendations /standards, needs, top priorities and a capital improvement <br />plan. Additionally, population diversity and change is projected, all of <br />which will change the face of the County and the services needed over the <br />next 10 years. <br />The Master Plan is to be used as a tool for planning, directing and <br />developing facilities over the next 10 years. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the 2015 Active Living and Parks <br />Comprehensive Master Plan as a tool for direction and development over the <br />next 10 years. <br />(F-2) BOC - Dissolution of APPAC <br />The Animal Protection and Preservation Advisory Committee (APPAL) was <br />created in July 2004 after the Board of Commissioners received <br />recommendations from the Cabarrus County Animal Control and Preservation Task <br />Force. <br />APPAC was active for a time, but has not met since January 2012. It is <br />recommended that APPAC be dissolved, with its intended replacement being an <br />advisory board that will actively meet current needs as well as fulfill <br />contract requirements between Cabarrus County and the Humane Society. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the following Resolution Dissolving <br />the Animal Protection and Preservation Advisory Committee Pursuant to North <br />Carolina General Statutes 153A -76 and 153A -77. <br />Resolution No. 2015 -18 <br />A RESOLUTION DISSOLVING THE <br />ANIMAL PROTECTION AND PRESERVATION ADVISORY COMMITTEE <br />PURSUANT TO NORTH CAROLINA GENERAL STATUTES §153A -76 and 153A -77 <br />
