August 17, 2015 (Regular Meeting) <br />Page 2516 <br />WHEREAS, the Animal Protection and Preservation Advisory Committee was <br />established by the Cabarrus County Board of Commissioners on July 26, 2004 in <br />response to a report by the Cabarrus Animal Control and Preservation Task <br />Force; and <br />WHEREAS, the purpose of the Animal Protection and Preservation Advisory <br />Committee was to review Animal Control operations, to provide educational <br />materials to citizens and to create a protocol for a low -cost spay and neuter <br />program; and <br />WHEREAS, Animal Control now partners with the Humane Society of Concord <br />and Greater Cabarrus County and reports regularly on its procedures and <br />operations and concurrently provides citizen education through their combined <br />mission and outreach throughout the county; and <br />WHEREAS, in FY 2015 and 2016 the Board of Commissioners assigned <br />matching funds to help meet the need for low -cost spay and neuter services <br />through Spay -it- Forward; and <br />WHEREAS, the Animal Protection and Preservation Advisory Committee met <br />on an as- needed basis and has not been active since their last meeting on <br />January 11, 2012; and <br />WHEREAS, North Carolina General Statutes §§153A -76 and 153A -77 set <br />forth the authority of County Boards of Commissioners over commissions, <br />boards and agencies and authorize the Board to dissolve the Animal Protection <br />and Preservation Advisory Committee. <br />NOW, THEREFORE, BE IT RESOLVED THAT THE CABARRUS COUNTY BOARD OF <br />COMMISSIONERS HEREBY dissolves the Animal Protection and Preservation <br />Advisory Committee, effective as of August 17, 2015. <br />Adopted this the 17th day of August, 2015. <br />/s/ Stephen M. Smit, Clerk to the Board <br />(F-3) BOC - Establishment of the Cabarrus County Animal Protection Advisory <br />Hoard <br />At the February 2, 2015 work session, the Board received an update on <br />operations at the Animal Shelter. It was advised at that time the contract <br />between the Humane Society and the County required the creation of an <br />advisory board. Since then, enough applications have been received to <br />establish the advisory board, allowing appointees to begin organizing bylaws <br />with the expectation that more applications will be submitted in the near <br />future. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the following Resolution Establishing <br />the Cabarrus County Animal Protection Advisory Board. <br />Resolution No. 2015 -19 <br />A RESOLUTION ESTABLISHING THE <br />CABARRUS COUNTY ANIMAL PROTECTION ADVISORY BOARD <br />WHEREAS, the Board of Commissioners is concerned with the health and welfare <br />of all animals throughout the county, especially abandoned and stray cats and <br />dogs; and <br />WHEREAS, a contract exists between Cabarrus County and the Humane Society of <br />Concord and Greater Cabarrus County. This contract requires the creation of <br />an advisory board to review the operational and adoption procedures of the <br />shelter and to make recommendations to the County and the Humane Society, <br />should they deem necessary; and <br />WHEREAS, the purpose of such an advisory board will be to serve as a resource <br />for mitigating challenges and a sounding board for new ideas, and will not be <br />supervisory in nature; <br />
