September 8, 2 015 (Work Session) Page 2532 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, September B, 2015 at 4:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Diane R. Honeycutt <br />Lynn W. Shue <br />Absent - Commissioner: Grace M. Mynatt <br />Also present were Richard M. Koch, County Attorney; Pam Dubois, Senior <br />Deputy County Manager; Jonathan Marshall, Deputy County Manager; and Megan <br />Smit, Clerk to the Board. <br />Call to order <br />Chairman Morris called the meeting to order at 4:07 p.m. <br />Approval of Agenda <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board approved the Agenda as presented. <br />Discussion Items - No Action <br />County Manager - Request to Lease County Property <br />Jonathan Marshall, Deputy County Manager, updated the Board regarding <br />the request from the property owner of 23 Union Street North in Concord to <br />lease property between their building and the adjacent Concord Library. He <br />stated his initial request was to table the item to a later time. He advised <br />some of the parameters and issues raised by the Board from discussion at <br />their last meeting were sent to the property owner and he had not received a <br />response prior to publication of the agenda. Since that time, he received a <br />response from the property owner and the County Attorney has completed a <br />draft lease. He recommended placing the item on the September regular <br />meeting. He also stated he would forward the draft lease to the Board for <br />review. <br />BOC - Department Highlight - Planning and Develo ]2ment <br />Kelly Sifford, Planning and Development Director, presented a <br />PowerPoint presentation reviewing the functions and services provided by the <br />Planning and Development Department. An informative video was included in <br />the presentation. She also responded to questions from the Board. Scott <br />Devaux, Chief Codes Enforcement Officer, Dennis Testerman, Senior Resource <br />Conservation Specialist and Susie Morris, Planning and Zoning Manager, were <br />also in attendance. <br />DHS - Food and Nutrition Program Update <br />Ben Rose, Human Services Director, presented a PowerPoint presentation <br />of Food and Nutrition Services and strategies employed to address related <br />issues. The presentation included the following topics: Purpose of Food and <br />Nutrition Services; Cabarrus County FNS Data; 2014 USDA Plan; Current USDA <br />Plan; Cabarrus County Plan; Impact; and NCFast Update. He also provided hard <br />copies of an article titled Q & A: NC food stamp growth. <br />Diane Gridley, Economic Services Administrator, presented an overview <br />of the application process for Food and Nutrition Services. She stated the <br />application completion deadlines have shifted from seven to four days for <br />expedited services and from thirty to twenty -five days for regular <br />households. <br />A discussion ensued. During discussion, Mr. Rose and Ms. Gridley <br />responded to questions from the Board. <br />Discussion Items for Action at September 21, 2015 Meeting <br />Active Living and Parks - Recreation Trails Grant Application <br />Londa Strong, Active Living and Parks Director, reported the Active <br />Living and Parks Department was invited to submit an application for the 2015 <br />funding cycle of the Recreation Trails Program (RTP) Grant. She stated the <br />invitation was a result of a pre - application submittal for Rob Wallace Park <br />
