She advised the maximum grant amount is <br />$100,000.00 with a 25 percent match from the County, which can be money or <br />in -kind services. She said the current budget allows for more than the 25 <br />percent match, therefore, no additional funding for this grant is required. <br />Since notification of the grant was received after the agenda deadline, Ms. <br />Strong requested the Board suspend its Rules of Procedures due to the grant <br />submission deadline of September 11th. <br />A discussion ensued. During discussion, Mike Murphy, Active Living and <br />Parks Superintendent, and Ms. Strong, responded to questions from the Board. <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the Board suspended its Rules of Procedures in order <br />to take action on this item due to time constraints. <br />Commissioner Honeycutt MOVED to approve the submission of the RTP grant <br />application and to authorize Mike Murphy, Active Living and Parks <br />Superintendent, to submit the application on behalf of the County. <br />Commissioner Shue seconded the motion. <br />Mr. Murphy requested a point of clarification regarding the motion to <br />include "and to authorize the 25 percent match ". <br />Commissioner Honeycutt amended the MOTION to include "and to authorize <br />the 25 percent match ". Commissioner Shue amended his second to the motion <br />and the MOTION unanimously carried. <br />County Manager - ABC Permits on Property Leased from the County <br />Jonathan Marshall, Deputy County Manager, advised the County leases <br />property to some outside agencies and is considering other leases. He stated <br />requests have been made, potentially with more requests in the future, for <br />leaseholders to be permitted to serve alcohol as part of their business <br />practice or during special events. He further advised the Board has not <br />established an official policy on how to address these requests. He said the <br />ABC permits and all requirements of those permits would be the responsibility <br />of the leaseholders. He requested direction from the Board. <br />Vice Chairman Poole left the room at 5:04 p.m. <br />A discussion ensued. <br />Courity Mana er - KCS Re est for Lump Sum Technology Fundin <br />Pam Dubois, Senior Deputy County Manager, reported Kannapolis City <br />Schools (KCS) is requesting to receive all of their technology funding in a <br />lump sum payment versus a 1/12 allocation on a monthly basis throughout the <br />fiscal year. She advised lease payments are due in July and .August of each <br />year She further advised the monthly installments put the school district <br />in a bind from a cash flow perspective which could be alleviated by the lump <br />SUM. She also responded to questions from the Board. <br />County Manager - Modification to Sublease for Cardinal Innovations Healthcare <br />Jonathan Marshall, Deputy County Manager, reported Cabarrus County <br />subleases space to Cardinal Innovations Healthcare (formerly PBH) at the <br />Department of Human Services located at 1303 South Cannon Boulevard. He <br />advised the last sublease agreement was approved effective July 1, 2013 and <br />was previously extended to December 31, 2014. He stated Cardinal intended to <br />relocate that facility so another extension was not executed, but delay of <br />their relocation has necessitated the proposed extension to June 30, 2016. <br />County Manager - Property and Building on Concord Lake Road <br />Vice Chairman Poole returned to the meeting at 5:36 p.m. <br />Jonathan Marshall, Deputy County Manager, presented the following <br />information relating to the property and building on Concord Lake Road. He <br />also responded to questions from the Board. <br />Cabarrus County owns property and an office building at 2325 <br />Concord Lake Road (PIN 5622 --33- 3516). The building has housed <br />the Economic Development Corporation, Parks and Recreation and <br />Guardian Ad Litem in the past but is currently vacant. <br />
