Se ' ptember 8, 2015 (Work Session) <br />Page 2534 <br />The parking for the building encroaches on an adjacent property <br />which is shown on the attached survey. The adjacent owner is <br />proposing the County exchange property to correct the <br />encroachment with the net result that the County would need to <br />purchase 3967 square feet. They have requested tax value for <br />this property as well as recognition that water lines serving <br />their building cross part of the County parcel. <br />Based on the County tax value for the property, staff recommends <br />a purchase price of $21,000 for the property. The property owner <br />has agreed to this purchase price. <br />County Manager - Reappropriation of Funds for Ongoing Projects, Grants and <br />C'nmmi tmcant. <br />Kristin Owens, Budget Analyst, reported each year, there are projects, <br />grants and commitments that need to be transitioned to the new fiscal year <br />when they are unable to be completed within the fiscal year for which they <br />were budgeted. She advised a reappropriation of funds, via fund balance, is <br />needed to transition the projects to the new fiscal year. <br />Emergency Management - Georgeville Volunteer Fire Department Financing of <br />existing Debt <br />Steve Langer, Eire Marshal, advised Georgeville Volunteer Fire <br />Department, Inc. is requesting to finance an amount up to $500,000 with Bank <br />of North Carolina to consolidate two apparatus loan payments at a lower <br />interest rate. The United States Revenue Code requires that for such <br />financing to be carried out on a tax - exempt basis, the Cabarrus County Board <br />of Commissioners must approve the financing by adopting a resolution. He <br />stated Georgeville Volunteer Fire Department, Inc. has held a public hearing <br />on the financing, as required by the Code. <br />A discussion ensued. During discussion, Dana Ritchie, Bank of North <br />Carolina, responded to questions from the Board. Byron Blackwelder, Fire <br />Chief, Georgeville Volunteer Fire Department (VFD), was also in attendance. <br />Finance - Request for Additional Cash Funds_ to Continue_ Progress on Three_ <br />School Construction Projects <br />Susan Fearrington, Finance Director, presented the following <br />information relating to a request for additional cash funds to continue <br />progress on three school construction projects. <br />As we continue to move toward the financing of three school <br />construction projects, (Mount Pleasant Middle, Royal Oaks, and <br />Kannapolis Middle School), additional cash funds are needed for <br />Land, Architect, Engineering, Administrative Costs, Abatements, <br />and Contingency. All funds requested total $3,843,269.00 of <br />which $952,850.00 would be transferred to the actual construction <br />funds and $2,890,419.00 would be held in the capital reserve fund <br />until requested by either school district. <br />Vice Chairman Poole left the room briefly at 5:41 p.m. and returned at <br />5:43 p.m. <br />Planning and Development - Analysis of Impediments to Fair Housing <br />Kelly Sif ford, Planning and Development Director, presented the <br />following information relating to the Analysis of Impediments to Fair <br />Housing. She requested the Analysis of Impediments to Fair Housing for <br />Cabarrus County be adopted at the September regular meeting. <br />The Analysis of Impediments to Fair Housing is a HUD required <br />study of the availability of housing for all income levels, <br />focusing on low to moderate income families. The study seeks to <br />ensure that all types of housing are available in the community <br />to all people. The study reviews the demographics of the <br />community, environmental factors, planning and zoning <br />requirements and more to ensure that every effort is being made <br />to provide adequate housing to all people. The community should <br />attempt to address any barriers found. <br />Recommendations include more outreach with regard to Fair Housing <br />Laws, assistance to non - profits who provide home buying and <br />rental assistance, expansion of transportation as opportunities <br />
