Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Chairman Morris called the meeting to order at 6:33 p.m. <br />The Air Force Junior ROTC from Northwest Cabarrus High School conducted <br />the Flag Ceremony. Students participating were: Kaitlin Plowman, Cadet 18t <br />Lieutenant; Bryce Kipp, Cadet Staff Sergeant; LaDeja Odum, Cadet Staff <br />Sergeant; and Chyna Orta, Cadet. <br />Reverend Nancy Cox from All Saints Episcopal Church delivered the <br />invocation. <br />APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the minutes of July 6, 2015 (Work <br />Session), July 20, 2015 (Regular Meeting) and July 28, 2015 (Special Meeting) <br />as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Morris reviewed the following changes to the Agenda. <br />Additions: <br />G -3 CCS - Funding for Second Early College Site at RCCC Business and <br />Technology Center <br />Appointments to Boards and Committees <br />H -1 Appointments - Cabarrus County Planning and Zoning Commission <br />H -5 Appointments - Animal Protection Advisory Board Commissioner Liaison <br />Supplemental Information: <br />Old Business <br />E -2 County Manager - Property and Building on Lake Concord Road <br />• Budget Amendment <br />Reports <br />1 -2 EDC - August 2015 Monthly Summary Report <br />• Report <br />I -3 Finance - Monthly Finance Update <br />• Report <br />UPON MOTION of Commissioner Honeycutt, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) DHS - Child Support Awareness Month Proclamation <br />Chairman Morris read the proclamation aloud. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board adopted the following proclamation. <br />Proclamation No. 2015 -12 <br />CHILD SUPPORT AWARENESS MONTH <br />IN CABARRUS COUNTY <br />A PROCLAMATION <br />
