September 21, 2015 (Regular Meeting) Page 2538 <br />WHEREAS, children are entitled to financial support from their parents and <br />Cabarrus County continues to improve its efforts at child support <br />collections; and <br />WHEREAS, in SFY2014, over $11 million in child support was collected from <br />parents of children in Cabarrus County; and <br />WHEREAS, there are nearly 5,177 child support orders in place, working to <br />ensure that more than 5,745 children receive financial support from their <br />parents; and <br />WHEREAS, children who do not receive adequate financial and emotional support <br />from both parents may experience greater difficulty in becoming healthy, <br />happy, and productive citizens; and <br />WHEREAS, many concerned and dedicated judges, district attorneys, clerks of <br />court, sheriffs' personnel, and child support professionals work to establish <br />and enforce child support orders for Cabarrus County's children, one of our <br />state's most vital resources: <br />NOW, THEREFORE, BE IT RESOLVED, that the Cabarrus County Board of <br />Commissioners does hereby proclaim the month of September as <br />CHILD SUPPORT AWARENESS MONTH IN CABARRUS COUNTY <br />and urges all parents who are currently under court order to regularly pay <br />their child support. <br />Adopted this the 15th day of September, 2015. <br />/s/ Stephen M. Morris, Chairman <br />Cabarrus County Board of Commissioners <br />(D) INFORMAL COMMENTS <br />Chairman Morris opened the meeting for Informal Public Comments at 6:42 <br />p.m. He stated each speaker would be limited to three minutes. <br />Larry Marlowe, resident of 664 Odell School Road in Concord, thanked <br />the Board for their cards and calls during his recent absence from meetings. <br />For the viewing public, Chairman Morris explained Mr. Marlowe <br />faithfully attends the Board's regular meetings, but was unable to attend <br />recently. <br />With there being no one else to address the Board, Chairman Morris <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />(E -1) County Manager - Historic Courthouse Lease <br />Jonathan Marshall, Deputy County Manager, stated the County Attorney <br />has updated the lease agreement to include language adressing the <br />organizations leasing the building and their responsibility for any ABC <br />permits. He requested approval of the amended Historic Courthouse Lease and <br />Use Agreement subject to review and revision by the County Attorney. <br />A discussion ensued. During discussion, Richard Koch, County Attorney, <br />Mike Downs, County Manager, and Mr. Marshall responded to questions from the <br />Board. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board approved the most recent amended Historic <br />Courthouse Lease and Use Agreement and authorized the County Manager to <br />execute the agreement subject to review and revision by the County Attorney. <br />(E -2) County Manager - Property and Building on Concord Lake Road <br />Jonathan Marshall, Deputy County Manager, stated the County owns a <br />parcel with an office building at 2325 Concord Lake Road. The building <br />encroaches on an adjacent property. The adjacent owner is proposing the <br />County exchange property to correct the encroachment with the net result that <br />the County would need to purchase 3967 square feet. The County Attorney has <br />advised since there is an exchange, a resolution is required, as well as <br />
