October 5, 2015 (Work Session) Page 2556 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, October 5, 2015 at 4:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt <br />Absent - Commissioner: Lynn W. Shue <br />Commissioner Mynatt arrived at 4:03 and was present for the remainder <br />of the meeting. <br />Also present were Richard M. Koch, County Attorney; Mike Downs, County <br />Manager; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:01 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the Agenda: <br />Additions: <br />4.10 County Manager - Payment Agreement with NC Department of Public Safety <br />for Safekeeping Services <br />4.11 Human Resources - Codes Enforcement Salary Study <br />Supplemental: <br />Discussion Items - No Action <br />3.3 U.S. Motto Action Committee - Presentation Pg. 97 <br />• Photos <br />Removed: <br />Discussion Items for Action at October 19, 2015 Meeting <br />4.1 Appointments - Cabarrus County Animal Protection Advisory Board <br />Closed Session <br />6.1 Closed Session -- Economic Development <br />UPON MOTION of Commissioner Honeycutt, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the Agenda as amended. <br />Discussion Items - No Action <br />BOC - Department Highlight - <br />Kate Sharpe, Fair and Events Director, presented an informative video <br />presentation reviewing the year round preparation for the Fair. <br />Foundation Forward - Charters of Freedom Presentation <br />Vance Patterson, Foundation Forward, Inc., presented a PowerPoint <br />presentation from Foundation Forward, Inc. on the Charters of Freedom project <br />followed by a short video. He stated the goal of the project is to place <br />monuments displaying the Declaration of Independence, the Constitution and <br />the Bill of Rights in a prominent outdoor location for the benefit of the <br />community. <br />Vice Chairman Poole expressed support for the project. <br />Mr. Patterson reviewed the process for proceeding with the project in <br />Cabarrus County. He also responded to questions from the Board. Ron Lewis, <br />Foundation Forward, Inc. was also in attendance. <br />U.S. Motto Action Committee - Presentation <br />Fred McClure, U.S. Motto Action Committee, presented a request to place <br />the motto, "In God We Trust ", on the Governmental building and responded to <br />questions from the Board. <br />Communications and Outreach - Logo Discussion <br />
