October 5, 2015 (Work Session) Page 2556 The Board of Commissioners for the County of Cabarrus met for an Agenda Work Session in the Multipurpose Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, October 5, 2015 at 4:00 p.m. Present - Chairman: Stephen M. Morris Vice Chairman: Elizabeth F. Poole Commissioners: Diane R. Honeycutt Grace M. Mynatt Absent - Commissioner: Lynn W. Shue Commissioner Mynatt arrived at 4:03 and was present for the remainder of the meeting. Also present were Richard M. Koch, County Attorney; Mike Downs, County Manager; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy County Manager; and Megan Smit, Clerk to the Board. Call to Order Chairman Morris called the meeting to order at 4:01 p.m. Approval of Agenda Chairman Morris presented the following changes to the Agenda: Additions: 4.10 County Manager - Payment Agreement with NC Department of Public Safety for Safekeeping Services 4.11 Human Resources - Codes Enforcement Salary Study Supplemental: Discussion Items - No Action 3.3 U.S. Motto Action Committee - Presentation Pg. 97 • Photos Removed: Discussion Items for Action at October 19, 2015 Meeting 4.1 Appointments - Cabarrus County Animal Protection Advisory Board Closed Session 6.1 Closed Session -- Economic Development UPON MOTION of Commissioner Honeycutt, seconded by Vice Chairman Poole and unanimously carried, the Board approved the Agenda as amended. Discussion Items - No Action BOC - Department Highlight - Kate Sharpe, Fair and Events Director, presented an informative video presentation reviewing the year round preparation for the Fair. Foundation Forward - Charters of Freedom Presentation Vance Patterson, Foundation Forward, Inc., presented a PowerPoint presentation from Foundation Forward, Inc. on the Charters of Freedom project followed by a short video. He stated the goal of the project is to place monuments displaying the Declaration of Independence, the Constitution and the Bill of Rights in a prominent outdoor location for the benefit of the community. Vice Chairman Poole expressed support for the project. Mr. Patterson reviewed the process for proceeding with the project in Cabarrus County. He also responded to questions from the Board. Ron Lewis, Foundation Forward, Inc. was also in attendance. U.S. Motto Action Committee - Presentation Fred McClure, U.S. Motto Action Committee, presented a request to place the motto, "In God We Trust ", on the Governmental building and responded to questions from the Board.
