<br />adopting the Schedules may be filed with the Property Tax
<br />Commission.
<br />A discussion ensued. During discussion, Mr. Mitchum and David Thrift,
<br />Real Property Manager, responded to questions from the Board.
<br />County Manager - Payment Agreement with NC Department of Public Safety for
<br />Safekeeping Services
<br />Pam Dubois, Senior Deputy County Manager, and Richard Koch, County
<br />Attorney, presented the following information relating to a payment agreement
<br />with the North Carolina Department of Public Safety for safekeeping services.
<br />The Sheriff's Department had an inmate in safekeeping with the
<br />State from November 2004 - January 2006. The total medical
<br />expenses accumulated to a balance of $457,332.61. The County
<br />Attorney has worked on this issue with the State and determined
<br />that the County does in fact owe these funds. A mutually
<br />agreeable plan was established to fully pay the balance off over
<br />the next five years. A budget revision in the amount of
<br />$91,4:65.00 will be needed for FY 2016 and the following four
<br />years. The payment will be budgeted annually until it is paid in
<br />full.

<br />Human Resources - Codes Enforcement Salary S
<br />Lundee Covington, Human Resources Director, reported Planning and
<br />Development has been struggling to attract and retain qualified codes
<br />enforcement or inspection personnel based on the change in economic
<br />conditions in Cabarrus and surrounding counties. She advised Human Resources
<br />conducted a local market survey to determine if our salary ranges are in line
<br />with our competitors. Ten responses were received and reviewed along with
<br />seven additional web sources. She recommended a one level adjustment to
<br />positions within this job family. She said this would be for a total of 21
<br />job positions and includes positions currently vacant. The estimated
<br />budgetary impact of these adjustments is approximately $55,000.00. She
<br />stated she is currently working with several applicants and would like to be
<br />able to offer a new range. Due to timing, she requested the Board suspend
<br />its Rules of Procedures to take action on this issue. Kelly Sifford,
<br />Planning and Development Director, was also in attendance.
<br />Mike Downs, County Manager, commented on the status of the Inspections
<br />Department and recommended the proposed reclassifications.
<br />Jonathan Marshall, Deputy County Manager, commented on a meeting with
<br />representatives of the Real Estate and Building Industry Coalition.
<br />Pam Dubois, Senior Deputy County Manager, advised recurring funds in
<br />the salary adjustment line item are available to cover the requested amount.
<br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Mynatt
<br />and unanimously carried, the Board suspended its Rules of Procedures in order
<br />to take action on this item due to time constraints.
<br />Commissioner Honeycutt MOVED to approve the recommended
<br />reclassifications for the Codes Enforcement area and to provide
<br />PROPOSED RECLASSIFICATtONS
