October 5, 2015 (Work Session) Page 2558 <br />Infrastructure and Asset Management - Offer for Purchase of Tax Foreclosure <br />Property <br />Kyle Bilafer, Infrastructure and Asset Management Director, stated tax <br />foreclosure parcels that are not purchased through the courthouse auction <br />have been sold using an online surplus property web service. One particular <br />parcel, located at 607 J Avenue in Kannapolis, has recently received an offer <br />to purchase independently of the web service for $1,000.00 from Dane Howard <br />with DBH Construction and Renovation, LLC. DBH Construction and Renovation, <br />LLC recently purchased the property next door located at 609 J Avenue. He <br />advised in order to accept this offer, the County is required to go through <br />the standard upset bid process. He also responded to questions from the <br />Board. <br />Plannin and Development - Project Ordinance !J date and Associated Budget <br />Amendment <br />Kelly Sifford, Planning and Development Director, reported Cabarrus <br />County Community Development received a pay off on a deed of trust on a CDBG <br />housing rehabilitation project. Per the grant requirements, payoffs are <br />considered program income and must be placed back into the program to fund <br />additional eligible projects. She requested the money be put back into the <br />funds for urgent repair projects. <br />Planning and Development - Soil and Water - Applications for Farmland <br />Preservation Grants <br />Dennis Testerman, Senior Resource Conservation Specialist, introduced <br />the new Resource Conservation Coordinator, Erin Lineberger, to the Board. He <br />then presented the following information regarding applications for farmland <br />preservation grants. <br />The Soil and Water Conservation District intends to apply for <br />state and federal farmland preservation grant funds to purchase <br />development rights for permanent agricultural conservation <br />easements. <br />Farmland preservation supports goals of both the Board of <br />Commissioners and the Conservation District Board by improving <br />the quality of life for county citizens. Permanently protecting <br />farmland ensures the land base necessary for the county's <br />agricultural economy while simultaneously keeping the tax burden <br />low by maximizing land acreage where the cost of county services <br />is lower. The conservation district has previously applied for <br />and received grant funding to permanently preserve a total of 272 <br />acres of farmland. The District expects to close on all farmland <br />preservation contracts in FY2016. The conservation district may <br />request matching funds from the County trust fund supporting <br />local food economy in these proposed new grant applications. <br />Any contracts or cooperative agreements associated with <br />successful grant applications will be brought to the Board of <br />Commissioners for approval. <br />Tax Administration - Presentation of the Schedule of Values for the 2016 <br />Revaluation <br />Eddie Mitcham, Tax Administrator, advised the first step in the <br />completion of the 2016 Revaluation Project is to present the proposed Market <br />and Present Use Schedule of Values (SOV) for the Boards' consideration. He <br />advised the SOV will be available for public inspection at the Tax Department <br />and on the County's website at ( www.cabarrus county. us ) . He also reviewed the <br />adoption and appeal process timeline for the SOV as follows: <br />1. October 5, 2015 - Board of County Commissioners receives the <br />proposed Schedule of Values from the County Assessor. <br />2. October 7, 2015 - Publish statement of receipt and announcement of <br />public hearing in the newspaper. <br />3. October 19, 2015 - Public Hearing. <br />4. November 2, 2015 - Adopt Schedule of Values. <br />5. November 4, 2015 - First notice of adoption advertised in the <br />newspaper. <br />6. November 11, 2015 - Second notice advertised. <br />7. November 18, 2015 - Third notice advertised. <br />8. November 25, 2015 - Final notice advertised. <br />
