<br />Chairman Morris announced Vice Chairman Poole has requested to be
<br />recused from discussion on the item due to her employment with Cabarrus
<br />County Schools (CCS).
<br />UPON MOTION of Chairman Morris, seconded by Commissioner Honeycutt and
<br />unanimously carried, Vice Chairman Poole was recused from consideration of
<br />this item.
<br />Vice Chairman Poole left the room.
<br />Pam Dubois, Senior Deputy County Manager, reported the FY 2016 budget
<br />placed funds in contingency for both school systems pending the outcome of
<br />the state budget adoption. She advised the Board approved items totaling
<br />$1,405,111.00 for both systems which included driver's education. Since
<br />driver's education was funded by the state, she said CCS has requested that
<br />those funds be utilized to add five percent to the supplements. The cost for
<br />both districts totals $557,241.00.
<br />Barry Shoemaker, CCS Board of Education (BOE) Chairman, thanked the
<br />Board for their consideration of this item.
<br />Kelly Kluttz, CCS Chief Financial Officer, reiterated Ms. Dubois'
<br />statements stating a two percent increase for teacher supplements was
<br />previously agreed upon and would increase to seven percent (increase five
<br />percent) with this additional funding.
<br />Ms. Dubois reviewed the following information. She stated funds are
<br />available in contingency for schools to cover this request.

<br />A discussion ensued. During discussion the Board expressed support for
<br />the salary supplement increase.
<br />Commissioner Shue seconded the motion and the MOTION carried, with
<br />Chairman Morris and Commissioners Honeycutt, Mynatt and Shue voting for and
<br />Vice Chairman Poole recused.
