He advised this will provide a more accurate cost <br />and opportunities for cost- saving design changes on the overall project. <br />In response to a question from the Board, Mr. Marshall advised previous <br />school projects have benefited from engaging a cost estimator. <br />Active Living and Parks - Matching Incentive Grant Application Requested <br />Changes <br />Londa Strong, Active Living and Parks Director, presented an overview <br />of requested changes for the matching incentive grant application. She <br />advised the Active Living and Parks Matching Incentive Grant Program provides <br />seed money for civic, community and school groups to construct, improve or <br />acquire recreational and park facilities in Cabarrus County. The grant will <br />fund up to 50 percent of a project. She said the changes are requested in an <br />effort to make the application process easier. Additionally, she advised the <br />recommendation is to eliminate the second phase of grant applications due to <br />time constraints this year. <br />Vice Chairman Poole returned to the meeting at 5:08 p.m. <br />Jonathan Marshall, Deputy County Manager, reported the Concord Parks <br />and Recreation Deputy Director, Mark Kincaid, made a presentation to the <br />Commission about a potential Carolina Thread Trail section adjacent to Rocky <br />River at The Mills at Rocky River. The Thread Trail has a grant to partially <br />develop the trail. The trail is approximately 2.3 miles in length. The City <br />of Concord has agreed to take ownership of the trail and maintain it. The <br />Active Living and Parks Commission unanimously agreed to recommend the <br />remaining Matching Incentive Grant funds of $59,329.00 be used to help fund <br />the Thread 'Trail section. <br />A discussion ensued.
