November 2, 2015 (Work Session) Page 2580 <br />.35 totaling $124,461.00 to operate park programs from spring through early <br />fall. She said the drawback of this method is the lack of flexibility in <br />scheduling staff based on need versus FTE budget per staff member. She <br />advised, by converting the staff to seasonal, flexibility in scheduling will <br />be obtained without exceeding total budgeted dollars because the staff will <br />be rolled into types of jobs with dollar limits versus individual hour limits <br />at no additional cost. She stated this will also reduce turnover and <br />paperwork in Human Resources. <br />Approval of Regular Meeting Agenda <br />The Board discussed the placement of items on the Agenda. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board approved the November 16, 2015 Agenda as <br />follows: <br />Approval or Correction of Minutes <br />• Approval or Correction of Meeting Minutes <br />Recognitions and Presentations <br />• EMS - Carolina Competition Recognition <br />Old Business <br />• Infrastructure and Asset Management - Offer for Purchase of Tax <br />Foreclosure Property <br />Consent <br />• Active Living and Parks - 2016 Fees and Charges and Policy <br />• Active Living and Parks - Matching Incentive Grant Application <br />Requested Changes <br />• County Manager - Convert 33 Active Living and Parks Positions (9104) <br />into 5 Seasonal Positions (9117) for Administrative Simplicity <br />• County Manager - Request from Kannapolis City Schools (KCS) for $17,500 <br />to Engage a Cost Estimator for Kannapolis Middle School <br />• Finance - Contractual Incentive Payment for SMG (Cabarrus Arena) <br />• Tax Administration - Refund and Release Report - October 2015 <br />Appointments to Boards and Committees <br />• Appointments - Cabarrus County Animal Protection Advisory Board <br />• Appointments - Nursing Home Community Advisory Committee <br />• Appointments - Transportation Advisory Board <br />Reports <br />• County Manager - Monthly Reports on Building Activity <br />• EDC - October 2015 Monthly Summary Report <br />• Finance - Monthly Financial Update <br />• BOC - Receive Updates from Commission Members Who Serve as <br />Liaisons to Municipalities or on Various Boards /Committees <br />• Request for Applications for County Boards /Committees <br />Closed Session <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board moved to go into closed session to discuss <br />matters relating to economic development, the negotiation of real estate and <br />to consult with the County Attorney as authorized by NCGS 143- 318.11(a)(3)(4) <br />and ( 5) . <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board moved to come out of closed session. <br />Return to Open Session <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board moved schedule a public hearing for the <br />Beacon Partners economic development grant request on Monday, November 16, <br />2015 at 6:30 p.m. or as soon thereafter as persons may be heard. <br />Adjourn <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt, <br />and unanimously carried, the meeting adjourned at 7.28 p.m. <br />
