December 1, 2015 (Work Session) The Board of Commissioners for the County of Cabarrus met Work Session in the Multipurpose Room at the Cabarrus County Center in Concord, North Carolina on Tuesday, December 1, 2015 at Present - Chairman: Stephen M. Morris Commissioners: Diane R. Honeycutt Grace M. Mynatt Lynn W. Shue Absent - Vice Chairman: Elizabeth F. Poole Page 2592 for an Agenda Governmental 4:00 p.m. Also present were Mike Downs, County Manager; Richard M. Koch, County Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy County Manager; and Megan Smit, Clerk to the Board. Call to Order Chairman Morris called the meeting to order at 4 :05 p.m. Approval of Agenda Chairman Morris presented the following changes to the Agenda: Supplemental Information: 3.3 BOC - Department Highlight - Cooperative Extension • PowerPoint Presentation Discussion Items for Action at December 14, 2015 Meeting 4.5 BOC - Commissioner Appointments for 2016 • Spreadsheet Removed: Discussion Items for Action at December 14, 2015 Meeting 4.14 Library - Approved to Initiate Contract for Library System UPON MOTION of Commissioner Shue, seconded by Commissioner Honeycutt and unanimously carried, the Board approved the Agenda as amended. Discussion Items - No Action EMS /Sheriff's Office - Awareness Update Alan Thompson, EMS Director; Lieutenant Jonathan Maulden, EMS Relief Supervisor; and Sergeant Bernie Loos, Cabarrus County Sheriff's Office, presented an update on increased heroin use in the community and responded to questions from the Board. Infrastructure and Asset Management - Update on EMS #2 Equipment Storage Warehouse Feasibility Study Kyle Bilafer, Infrastructure and Asset Management Director, advised Phase 1 of the Equipment Storage Warehouse Feasibility Study has been completed for the EMS #2 site. He stated the site survey was completed and space needs have been identified. This storage warehouse would house emergency equipment (vehicles, trailers, etc.) to protect them and provide access to them when needed. He stated the next phases of this study will investigate building and zoning code restrictions, discuss the project with adjacent parcel owners and generate construction cost estimates and renderings. A discussion ensued. During discussion, Mr. Bilafer, Mike Downs, County Manager, Chief Deputy Paul Hunt, Sheriff's Office, and Alan Thompson, EMS Director, responded to questions from the Board. Michael Miller, Infrastructure and Asset Management Assistant Director was also in attendance. It was the consensus of the Board for staff to conduct informal meetings with the adjacent property owners to receive feedback on the proposed warehouse. Chairman Morris announced Vice Chairman Poole's absence from the meeting is due to her recuperation from knee replacement surgery.
