December 1, 2015 (Work Session) <br />The Board of Commissioners for the County of Cabarrus met <br />Work Session in the Multipurpose Room at the Cabarrus County <br />Center in Concord, North Carolina on Tuesday, December 1, 2015 at <br />Present - Chairman: Stephen M. Morris <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt <br />Lynn W. Shue <br />Absent - Vice Chairman: Elizabeth F. Poole <br />Page 2592 <br />for an Agenda <br />Governmental <br />4:00 p.m. <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Morris called the meeting to order at 4 :05 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the Agenda: <br />Supplemental Information: <br />3.3 BOC - Department Highlight - Cooperative Extension <br />• PowerPoint Presentation <br />Discussion Items for Action at December 14, 2015 Meeting <br />4.5 BOC - Commissioner Appointments for 2016 <br />• Spreadsheet <br />Removed: <br />Discussion Items for Action at December 14, 2015 Meeting <br />4.14 Library - Approved to Initiate Contract for Library System <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board approved the Agenda as amended. <br />Discussion Items - No Action <br />EMS /Sheriff's Office - Awareness Update <br />Alan Thompson, EMS Director; Lieutenant Jonathan Maulden, EMS Relief <br />Supervisor; and Sergeant Bernie Loos, Cabarrus County Sheriff's Office, <br />presented an update on increased heroin use in the community and responded to <br />questions from the Board. <br />Infrastructure and Asset Management - Update on EMS #2 Equipment Storage <br />Warehouse Feasibility Study <br />Kyle Bilafer, Infrastructure and Asset Management Director, advised <br />Phase 1 of the Equipment Storage Warehouse Feasibility Study has been <br />completed for the EMS #2 site. He stated the site survey was completed and <br />space needs have been identified. This storage warehouse would house <br />emergency equipment (vehicles, trailers, etc.) to protect them and provide <br />access to them when needed. He stated the next phases of this study will <br />investigate building and zoning code restrictions, discuss the project with <br />adjacent parcel owners and generate construction cost estimates and <br />renderings. <br />A discussion ensued. During discussion, Mr. Bilafer, Mike Downs, <br />County Manager, Chief Deputy Paul Hunt, Sheriff's Office, and Alan Thompson, <br />EMS Director, responded to questions from the Board. Michael Miller, <br />Infrastructure and Asset Management Assistant Director was also in <br />attendance. It was the consensus of the Board for staff to conduct informal <br />meetings with the adjacent property owners to receive feedback on the <br />proposed warehouse. <br />Chairman Morris announced Vice Chairman Poole's absence from the <br />meeting is due to her recuperation from knee replacement surgery. <br />BOC -- Department Highlight - Cooperative Extension <br />Robbie Furr, Cooperative Extension Director, presented a PowerPoint <br />presentation reviewing the functions and services provided by the Cooperative <br />
