<br />Assistant; Tracy LeCompte, Extension Agent; Beverly Bollenbecker, 4 -H Program
<br />Assistant; Carl Pless, Extension Agent, Livestock and Field Crops; Lauren
<br />Duncan, Extension Agent, Horticulture; and Pam Outen, Extension Agent.
<br />Commissioner Honeycutt, Cooperative Extension liaison, and Chairman
<br />Morris commended the Department and its volunteers.
<br />Discussion Items for Action at December 14 2015 Meetin
<br />Planning and Development - Lomax Farm Update
<br />Elizabeth Reed, Communications and Development Director, Carolina Farm
<br />Stewardship Association (CFSA), presented an update on the Ella C. Lomax Farm
<br />operations.
<br />A discussion ensued. During discussion Ms. Reed, Mike Downs, County
<br />Manager, and Aaron Newton, Lomax Farm Coordinator, responded to questions
<br />from the Board. Among the items discussed was the issue of when the
<br />agreement expires. It was determined no further action was needed for this
<br />item.
<br />Planning and Development - Receipt of HOME 2015 Grant for Senior Apartment
<br />Complex
<br />Kelly Sifford, Planning and Development Director, reported this request
<br />is to update the project ordinance for funding for the previously approved
<br />annual contribution. She stated this project did not receive funding at the
<br />state level. An application will be submitted again this year, and if it is
<br />denied, alternate plans will need to be made for these funds. She also
<br />responded to questions from the Board.
<br />Salisbury -Rowan Community Action Agency, Inc. - Presentation of FY 16 -17
<br />Application for Funding
<br />Dione Adkins -Tate, SRCAA (Salisbury -Rowan Community Action Agency,
<br />Inc.), presented information regarding the application for the 2016 -2017
<br />Community Service Block Grant Application funding in the amount of
<br />$593,843.00 for Rowan County ($313,619.00) and Cabarrus County ($280,224.00).
<br />This agency provides services for economically disadvantaged citizens in
<br />Cabarrus and Rowan counties. She also responded to questions from the Board.
<br />Chairman Morris advised county funds are not involved. Per North
<br />Carolina Code NCAC 97C.0111(8), the agency is required to submit the
<br />application to the Board of Commissioners for review.
<br />Finance - Presentation of the Fiscal Year 2015 Comprehensive Annual Financial
<br />Report
<br />Erica Brown, Audit Manager with Martin Starnes and Associates, gave a
<br />brief summary of the audit process and stated an unmodified audit opinion was
<br />issued. She expressed appreciation to county staff for their efforts
<br />throughout the process.
<br />Susan Fearrington, Finance Director, reported the Government Finance
<br />Officers Association (GFOA) of the United States and Canada awarded a
<br />Certificate of Achievement for Excellence in Financial Reporting to Cabarrus
<br />County for its Comprehensive Annual Financial Report (CAFR) for the fiscal
<br />year ended June 30, 2014. This was the 30th consecutive year Cabarrus County
<br />has received this prestigious award. She advised the department has also
<br />submitted for the current year's award. She then reviewed the CAFR for the
<br />fiscal year ended June 30, 2015, including the general fund balance sheet
<br />which identified assets of $93,902,636.00, liabilities of $6,065,346.00,
<br />deferred inflows of resources of $8,403,637.00, and total fund balance
<br />of $79,433,653.00. The net change in fund balance for the general fund
<br />totaled $10,531,891.00 as identified on the Statement of Revenues,
<br />Expenditures and Changes in Fund Balance. She explained the fund balance
<br />calculation in excess of the 15 percent policy, stating adoption of a budget
<br />amendment and related project ordinances will be needed to appropriate these
<br />funds. She also responded to questions from the Board.
