December 14, 2015 (Regular Meeting) Page 2616 <br />Vice Chairman Honeycutt MOVED to approve an Economic Development Grant <br />(3 years, 85 percent) between Project Deliver and Cabarrus County, and to <br />authorize the County Manager to execute the agreement on behalf of the Board, <br />subject to review or revision by the County Attorney. Commissioner Mynatt <br />seconded the motion. <br />Following a brief discussion, the MOTION unanimously carried. <br />(H) APPOINTMENTS TO BOARDS AND COMMITTEES <br />(H -1) Appointments and Removals - Adult Cara Home Community Advisory <br />Committee <br />Lashonda Sparks' term on the Adult Care Home Community Advisory <br />Committee ended October 31st. She is moving out of the county and will be <br />unable to continue to serve on this board. <br />Due to health concerns, Lillian Brightman is unable to complete her <br />term on the Adult Care Home Community Advisory Committee. It is requested to <br />remove her name from the roster. <br />Avie Banks' term on the Adult Care Home Community Advisory Committee <br />ends December 31st. She would like to serve another term. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board removed Lashonda Sparks and Lillian Brightman <br />from the Adult Care Home Community Advisory Committee roster and thanked them <br />for their service. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board reappointed Avie Banks to the Adult Care <br />Home Community Advisory Committee for a three -year term ending December 31, <br />2018. <br />(H -2) Appointments - Charlotte Douglas International Airport Commission <br />The NC General Assembly passed Session Law 2013 -358 creating the <br />Charlotte Douglas International Airport Commission. That Commission <br />shall consist of thirteen (13) members including one (1) appointed <br />by the Cabarrus County Board of Commissioners. The appointed member is <br />required to be a registered voter of Cabarrus County and "...when <br />practical, shall have experience in aviation, logistics, construction <br />and /or facilities management, law, accounting and /or finance." <br />Commission terms are for four years, but in order to create <br />staggered terms the initial appointments from Cabarrus, Gaston, <br />Iredell, Lincoln, Mecklenburg and Union Counties were for two -year <br />terms expiring on December 31, 2015. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the Board appointed Richard Cloutier to the <br />Charlotte Douglas International Airport Commission for a four -year term <br />ending December 31, 2019. <br />(H -3) Appointments - Home and Communit X Care Block Grant Committee <br />The terms of appointment for At -large members Mary 'Wittman, Betty Babb <br />and Tim Lowder on the Home and Community Care Block Grant Committee expire <br />December 31, 2015. All are willing to be reappointed. <br />Ms. Babb also serves on the Human Services Advisory Board and the <br />Cardinal Innovations Healthcare Solutions Community Oversight Board. An <br />exception to the "service on multiple boards" provision of the Appointment <br />Policy will be needed for her. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board reappointed Mary Wittman, Betty Babb and Tim <br />Lowder to the Home and Community Care Block Grant Committee for three -year <br />terms ending December 31, 2018; including an exception to the "service on <br />multiple boards" provision of the Appointment Policy for Ms. Babbs. <br />(H -4) Appointments - Nursing Home Community Advisory Committee <br />An application to serve on the Nursing Home Community Advisory <br />Committee has been received from Kimberly Lane. She has been prequalified by <br />the Regional Ombudsman and is eligible to serve an initial one -year term. <br />
