January 6, 2014 (Work Session) Page 1864 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, January 6, 2014 at 4:00 p.m. <br />Present - Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Christopher A. Measmer <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Absent - Vice Chairman: <br />Larry M. Burrage <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 4 :03 p.m. <br />Chairman Poole announced Vice Chairman Burrage is unable to attend the <br />meeting. <br />Approval of Agenda <br />Chairman Poole presented the following changes to the Agenda. <br />Changes to the Agenda January 21, 2014 <br />Supplemental Information: <br />Discussion Items - No Action <br />3.1 CAC - Cabarrus Arts Council - Presentation <br />• Video Presentation <br />Discussion Items for Action at January 21, 2014 Meeting <br />4.6 BOC - NCACC Legislative Goals <br />• Cabarrus County 2013 -2014 Legislative Goals <br />4.11 Human Services - DSS - 2014 -2015 Community Development Block Grant <br />Public Service Activities Request <br />• Video clip <br />UPON MOTION of Commissioner Morris, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the work session agenda as <br />amended. <br />Discussion Items - No <br />CAC - Cabarrus Arts Council - Presentation <br />Noelle Scott, President and CEO of the Cabarrus Arts Council, presented <br />a video highlighting the Council's work in the community. <br />Commissioner Measmer commended Ms. Scott for her efforts and <br />contributions.. <br />General Services - Rotary Square Update <br />Kyle Bilafer, General Services Director, presented an update on the <br />Rotary Square project, including conceptual layouts of the project. Items <br />addressed included fencing, security, the water feature, the Farmer's Market <br />shelter, a small restroom facility, etc. He also responded to questions from <br />the Board. <br />Aaron Newton, Local Food System Project Coordinator, advised that <br />Rotary Square is planned to be a multi -use facility. The Piedmont Farmers <br />Market (50103) has been involved since the initial stages of the project's <br />development and plans to offer a market on Wednesdays and Saturdays, <br />seasonally, as demand is determined. The proposed permanent structure offers <br />a maximum of 19 spaces for vendors. Plans for an additional 14 spaces in a <br />coordinated tent structure adjacent to the permanent structure would allow <br />for a maximum of 35 vendor spaces. <br />A discussion ensued with Mr. Newton, Mr. Bilafer and Jonathan Marshall, <br />Deputy County Manager, responding to questions from the Board. <br />
